The first is the recommendation to award a contract for constructing a new
jail cell.

Jail Cell Addition

Invitations to bid were issued on two occasions to a total of thirteen companies. Funds
are available from the June 2004 bond issue. The following bid was received:

Kwame Construction ..................................... $63,195.92
(Minority Business Enterprise)

There were some additional requirements added to the original plans for the jail project
after the Police Department reviewed a local jail cell project just completed by Kwame.
One of the additions was for the inclusion of a Heating Ventilation Air Conditioning
System.
