Regular Meeting <br />January 31,2005 <br /> <br />Mayor Adams declared the Public Hearing open at 6:39 P.M. <br /> <br />Peter Love, speaking for Max Tsai, 7701 Clayton Road, said that all of Farmers Market <br />was applying for a liquor license to sell beer, wine and distilled beverages during their <br />normal store hours: 9:30 A.M. and 8:00 P.M. on weekdays and between 10:30 A.M. and <br />8 P.M. on Sunday. Eighty-five per cent of the alcoholic beverages for sale will be beer <br />and wine, with the proportion of distilled beverage remaining small. Their purpose is to <br />offer unusual products not available elsewhere in the St. Louis area. Mr. Tsai explained <br />that these products were ethnically unique to Asia so the market could offer more exotic <br />and traditional products and make "everyone feel at home." <br /> <br />Mr. Wagner asked them to review their past history of running stores that sell liquor and <br />Mr. Tsai said they have been in business for approximately three years and this is the <br />first retail supermarket they have managed. This is also the first application for a liquor <br />license at this site. Ms. Brat asked if he works with his father and if his father has been <br />a businessman longer than Mr. Tsai has, and he responded absolutely. His father's <br />business experience centers on industrial manufacturing and commercial areas. His <br />father also started the Chinese-American News and some local community services and <br />is active in the community. <br /> <br />Ms. Welsch went on record as encouraging the Council to decide to grant a full liquor <br />license, because the bulk of liquor sales will be beer and wine, under the 22 per cent <br />alcohol contact limit recommended by the City Manager. She supports this store's effort <br />to provide products which a re not readily available elsewhere, to the community and to <br />the region. The distilled liquors to be offered are unique to this area and she wants <br />University City to be the place in the region where these products can be purchased. <br />Mr. Sharpe seconded Ms. Welsch's comment. Ms. Brat agreed with Mr. Sharpe. <br /> <br />The mayor declared the Public Hearing closed at 7:46 P.M. <br /> <br />Mr. Ollendorff said the Council may wish to act on the application for a liquor license at <br />this location. The application is to sell all types of packaged liquor and the applicant <br />does appear to meet all the requirements of the City Ordinances, so Council may grant <br />this if they decide to do so. Mr. Wagner moved approval and Mr. Sharpe seconded, <br />with the motion passing unanimously. <br /> <br />Agenda Item Number Four - Public Hearinq on Rezoninq 6668 Vernon <br /> <br />A Public Hearing has been posted and scheduled for this time and place to consider <br />comments on the proposed rezaning of property at the southeast corner of Kingsland <br />and Vernon Avenues from "lC" Industrial Commercial to "PD" Planned Development. If <br />rezaning is approved, the Council may act upon a development plan to construct a four <br />storey building with 30 condominium apartment units. <br /> Page 4 <br /> <br /> <br />
