RESOIIJrION Mayor MajeJ:US called attention to a resolution requested by Mr. Adams in sup- port of Proposition B, a state education package to be voted on November 5, 1991. Mr. Adams moved approval, with Mr. Wagner seconding the motion. Mr. Schoorner expressed reservation about this measure, suggesting that the funds to be raised will be insufficient, there is no guarantee the money will go to those who need it most, am University city children will get little or nothing from this measure am perhaps may even suffer from a change in the foundation fonnula. He said it was possible the state Legislature may take approval as a license to remove other educational funds from the general rev- enue, concluding that this measure is enough. He said it was not enough am the schools are badly underfunded; nevertheless, he still intended to vote for even this small amount of help. Mr. Adams said he did not like the idea of dedicated taxes am had great am- bivalence toward Proposition B; however, the reluctance of the state LegiSla- ture to fund educational items makes this measure necessm:y. One benefit for university City students is that part of the money will go to state colleges am universities, which are wcefully underfunded. He saw this package as a first step tavard inproving the educational system in Missouri to help ensure that businesses have competent, trained workers. He realizes this is not an overall answer but merely a first step in progressing tavard decent education for Missouri students. COUNCITMFMRRR REOJEST Mrs. Schuman said the Traffic Conunission, at its October 9 meeting, unani- mously voted to pennanently adopt the residential parking pennit system in the 7000 block of Pershing. She asked that an appropriate bill be prepcired.
