IDUIS <XlUNI'Y, MISSCORI." <br /> <br />'!he bill was assigned No. 8041 am given its first readin;J. <br /> <br />RESOIIJrION <br /> <br />Mayor MajeJ:US called attention to a resolution requested by Mr. Adams in sup- <br />port of Proposition B, a state education package to be voted on November 5, <br />1991. Mr. Adams moved approval, with Mr. Wagner seconding the motion. <br /> <br />Mr. Schoorner expressed reservation about this measure, suggesting that the <br />funds to be raised will be insufficient, there is no guarantee the money will <br />go to those who need it most, am University city children will get little or <br />nothing from this measure am perhaps may even suffer from a change in the <br />foundation fonnula. He said it was possible the state Legislature may take <br />approval as a license to remove other educational funds from the general rev- <br />enue, concluding that this measure is enough. He said it was not enough am <br />the schools are badly underfunded; nevertheless, he still intended to vote <br />for even this small amount of help. <br /> <br />Mr. Adams said he did not like the idea of dedicated taxes am had great am- <br />bivalence toward Proposition B; however, the reluctance of the state LegiSla- <br />ture to fund educational items makes this measure necessm:y. One benefit for <br />university City students is that part of the money will go to state colleges <br />am universities, which are wcefully underfunded. He saw this package as a <br />first step tavard inproving the educational system in Missouri to help ensure <br />that businesses have competent, trained workers. He realizes this is not an <br />overall answer but merely a first step in progressing tavard decent education <br />for Missouri students. He urg.ad fellOW' councilmembers to vote for this mea- <br />sure even though it has severe shortcomings. <br /> <br />All voted Aye. <br /> <br />EXEC.UI'IVE SESSI~ <br /> <br />Mr. Schoomer moved that the City Council adjourn to executive session at 8:15 <br />p.m. this date in Room 6 for the purpose of discussing real estate matters. <br />Mr. Wagner seconded the motion. '!he roll call vote was as follows: AYES: <br />eouncilmembers Price, Adams, Wagner, Schuman, Schoomer, and Mayor MajeJ:US. <br />NAYS: None. ABSENT: Councilmember '!horrpson. <br /> <br />COUNCITMFMRRR REOJEST <br /> <br />Mrs. Schuman said the Traffic Conunission, at its October 9 meeting, unani- <br />mously voted to pennanently adopt the residential parking pennit system in <br />the 7000 block of Pershing. She asked that an appropriate bill be prepcired. <br />
