<br />session 1554, Minutes <br />october 7, 1991 <br /> <br />Page 5 <br /> <br />REFURBISHING OF FIRE DEPARIMENT IADDER TRUCK <br /> <br />The City Manager said it was originally planned to serrl the City's 10-year <br />old ladder truck to SUtphen Corporation, the manufacturer, for a c::arrplete re- <br />conditioning, however, their estimate of $50,000, not including repair costs, <br />was deemed excessive. It was decided to consider each part of the work sepa- <br />rately, and the first phase is the overtlaul of the diesel engine, which is <br />rKM at Western Diesel, the only factory-authorized dealer for these engines. <br />They have given the City a quotation of $7000 to perfonn the necessary work, <br />which includes a six-month unlimited mileage warranty. If Council approves, <br />bids from various sources for the next phase of the work will be presented <br />for Council action at the next meeting. '!his will allow the City to get the <br />truck back into service within five or six weeks. <br /> <br />Mr. Wagner moved approval of up to $7,000 for the work outlined by the City <br />Manager. Mr. Schoomer seconded the motion, which carried unanimously. <br /> <br />PERSONNEL REroRI' <br /> <br />The Personnel report for the week ending October 5, 1991 was received and or- <br />dered filed. <br /> <br />roLICE DEPARIMENT REroRI' <br /> <br />The Police Deparbnent report for the month of September, 1991, was received <br />and ordered filed. <br /> <br />CITIZEN ro1MENTS <br /> <br />Mr. Carl Cibulka, 1421 Coolidge, equated the advertising of tobacco and alco- <br />hol products with the draining of patients' blood in the last century; both <br />are stupid and archaic. He said tobacco and alcoholic beverage cx:mpani.es aim <br />their advertising at young people, knowing they become more addicted the ear- <br />lierthey are enticed into usir.g these products. He asked the Council to ex- <br />amine how these products are advertised in University City, and to do what <br />they can to control it. He also asked that new liquor license applications <br />be denied and the c::arrpanies not. be allowed to participate in City activities. <br /> <br />Mr. George Cotton, 1070 Roth, School Board President, said he has noticed an <br />increase in the defacement of personal property, particularly in the Third <br />Ward. He said there is a great. deal of dilapidated and vacant property which <br />the city did not seem to be doing anything about. He said same Third Ward <br />residents believe that services there are not the same as they are in the <br />rest of the City. He said there needs to be strong enforcement of the noise <br />ordinance in University City, noting that young people with blaring radios <br />have been driving through his neighborhood regularly, and he felt the police <br />were not taking enough of an active role in this area. Also, he wanted drug- <br />free zones i..mJ.:>lernented in and around the schools. He urged the Council not <br />to forget about ~utting police on beat patrols whenever money is available to <br />do so. He SUCEes.ted that conurn.:lI1ity development money be used to remove dere- <br />lict buildings and to encourage businessmen in the Third Ward to inprove <br />their businesses. <br />
