Mrs. Schuman <br />seconded the motion. Upon roll call, the following'vote was recorded: AYES: <br />Councilmembers Wagner, Schuroan, Schoomer, 'Ihompson, Price, Adams, arrl Mayor <br />MajenlS. NAYS: None. Bill No. 8040 became ordinance No. 5830. <br /> <br />PROCIAMATION -. RED RIBOON WEEK <br /> <br />Mayor MajenlS called attention to a proclamation which designates the week of <br />. October 19-27, 1991 as Red Ribbon Week, arrl which encourages all citizens to <br />participate in drug prevention education activities. <br /> <br />Mrs. Schuroan said this year for the first time, there will be significant <br />participation by City deparbnents in this program. She also displayed a ban- <br />ner with the program theme which will be hung in the Civic Plaza area. <br /> <br />caJNCITMFMRRR a:M1ENTS <br /> <br />Mrs. Thompson asked about the dnlg-free zones, arrl Mr. Ollendorff said uni- <br />versity City is covered by state law on this subject. Mr. Cotton said st. <br />louis City has posted signs t:o identify drug-free zones, arrl he suggested <br />that should be done here. Mrs. 'Ihompson agreed, arrl enphasized she felt <br />strongly that police should walk beats in certain areas so they can get to <br />know the young people. Mayor MajenlS reminded Mrs. Thompson of the City's <br />budgetary restraints, adding tllat until there is tax equalization in st. <br />louis County, there probably will not be money for this. Mrs. Schuman noted <br />that one of the :best community oriented police programs being operated in the <br />schools is the D.A.R.E. program, which is an excellent start toward reaching <br />the goals all wan.t. <br /> <br />Mr. Adams asked 'the Council to go on record as supporting Proposition B, the <br />state tax measurE~ to be voted on November 5 that will provide funds for all <br />levels of education in Missouri. He asked that a resolution be prepared for <br />the next meeting. Mrs. Thompson said several parts of Proposition B having <br />to do with social services have been removed, arrl she asked voters to read <br />this measure carE!fully so they will know exactly what they are voting on. <br />
