<br />Session 1554, Minutes <br />october 7, 1991 <br /> <br />Page 8 <br /> <br />Mr. Price returned to the issue of graffiti, noting that citizens at a recent <br />neighborhood meeting were also concerned about this issue am discussed what <br />they might do to combat it, instead of sitting back. am waiting for the City <br />to act. He asked the City Manager to obtain a copy of a st. IDuis ordinance <br />that pennits fining of parents whose children are found responsible for graf- <br />fiti am requires the offenders to help remove the graffiti. Also, even <br />though state laws establish dnlg-free zones, he felt signs should be erected <br />to show they exist am are in force. He asked the City Manager to obtain a <br />Rllladelphia ordinance he read about in an article that bans the sale of <br />spray paint to minors. He also wants the City to take a nore interactive <br />role with the Cormnunity Partnership, the D.A.R.E. program, am the schools in <br />dnlg prevention activities. lastly, he wants to be sure that school children <br />are aware of the police am fire scholarship program. <br /> <br />EXECUl'IVE SESSION <br /> <br />Mr. Schoomer moved that Council adjourn to executive session October 7, 1991, <br />at 8:50 p.m. in Room 6 of City Hall to discuss pers6rmel am real estate mat- <br />ters. Mr. Wagner seconded the motion. '!he roll call vote was as follows: <br />AYES: Councilmembers Schuman, Schoomer, '!hompson, Price, Adams, Wagner, and <br />Mayor Majerus. NAYS: None. <br /> <br />Returning to the earlier discussion, Mrs. Schuman said what she liked about <br />the Philadelphia article referred to by Mr. Price was that it identified the <br />talented graffiti artists am put them to work creating murals in that area. <br />She said the University city Police Deparbnent was anxious to try this ap- <br />proach, am the School District might also like to participate. <br /> <br />Mr. Price said city and school officials need to meet and discuss cooperative <br />actions that might be taken to deal with various problems. <br /> <br />ANNOUNCEMENT <br /> <br />Mayor Majerus said a public hearing will be held at 5 p.m. October 15, 1991 <br />in Room 6 of City Hall to consider how the City should experrl its Cormnunity <br />Development Block Grant FUnds. <br /> <br />ADJOURNMENl' <br /> <br />Mayor Majerus adjourned the mee:ting at 8:46 p.m. <br /> <br />I~Q~ ~ <br /> <br />Dolores A.
