Bill No. 8037 became Ordinance No. 5827.' Mayor Majerus noted there was a request at the last neeting for a bill regu- lating blood banks; for several reasons, it will not be ready until the next neeting. She asked that it include an emergency clause. A bill was introduced by eouncilmember Adams, entitled: "AN ORDINANCE AMENDING CHAPl'ER 1 OF THE MUNICIPAL CODE OF THE CITY OF UNIVER- SITY CITY REIATING '10 GENERAL PROVISIONS, BY REPEALING SECTION 1-12 'IHEREX)F, AS AMENDED BY ORDINANCE NO. 5317 ENACI'ED DECEMBER 14, 1981, REIATING '10 BXJN- J::lARY LINES OF WARDS OF THE CI'l"Y, AND ENACTING rn LIEU 'IHEREX)F A NEW SECTION '10 BE KNOWN AS 'SECTION 1-12. WARIS,' ESTABLISHING NEW ~Y LINES FOR THE CITY'S WARDS." The bill was assigned No. 8038 arxl given its first reading. Mayor Majerus sai.d after the 10-year census, the city is required to examine its ward boundary lines arxl adjust them so that all three wards have approxi- mately the same population. She said there were minor population shifts arxl a ProPOSed plan is included in the bill just introduced. If Council wishes, a public hearing may be held prior to the secorxl arxl thinl readings of the bill. Mr. Schoorner so moved. Mr. Wagner secorxled the motion, arxl all voted Aye. Mayor Majerus noted that a public hearing is not required, hCMever, with the help of the media arxl posting in public places, those affected by the ProPOSed charges should become aware of them. Mrs. Schuman said she arxl Mr. Wagner had talked with the Coolidge-Arc:her Block Unit, which corrprises a large portion of the First Ward area that will become part of the Third Ward. She said this infonnation would also be in their newsletter.
