<br />session 1551, Minutes <br />July 29, 1991 <br /> <br />Page 4 <br /> <br />Mayor Majerus opened the public hearing at 7:39 p.m. 'Ihere were no requests <br />to speak, and the public hearing was closed at 7:39 p.m. <br /> <br />Mayor Majerus requested preparation of an awropriate bill. <br /> <br />SITE PIAN - IaJNGE AND S'lUDy ARFA/7717 GANNON <br /> <br />The City Manager said Council is asked to consider a site plan for a four- <br />family building at 7717 Gannon (three aparbnents are rented to students by <br />the owner, Yeshiva High School) to constnlct a basement lounge and study area <br />for tenant use. Approval is reccmnended with the following con:litions: <br /> <br />1. '!he basement space shall be used exclusively by the tenants of the build- <br />ing. <br />2. '!he basement space shall not be used for classroan or instnlctional use. <br />3. All dwelling units which will be reoccupied in the Fall must be inspected <br />by the city for compliance with the Property Maintenance Ccxle within the <br />next 30 days and all code violations must be corrected prior to the issu- <br />ance of the building pennit for the basement remodeling. <br />4. A fence shall be erected at the rear of the proPerty (after obtaining a <br />pennit) prior to the issuance of a building pennit for the remodeling of <br />the basement. <br />5. '!he bare area in the northeast portion of the yard shall be cultivated <br />and seeded with appropriate grass to grow in the shade, and watered regu- <br />larly until a healthy turf is grown. '!he process shall be repeated as <br />often as necessary to establish a lawn in this area. <br /> <br />Mr. Alvah Levine, 8630 Delmar, architect for the project, said there will be <br />nine student-tenants in the building, with the fourth aparbnent rented to a <br />house parent family. He said the owners agree the property should be brought <br />into Code compliance and would like to have all the work take place concur- <br />rently instead of the basement remodeling being done after code violations <br />are corrected; otherwise construction will be going on in September when the <br />students are in residence. <br /> <br />Mr. Schoomer moved approval including all con:litions, but with the exception <br />that simultaneous construction on interior and exterior ilnproveroonts will be <br />allowed and must be completed before occupancy pennits are issued. Mrs. <br />'!hompson seconded the motion. Mrs. Schuman clarified that the intent of Con- <br />dition #3 is that all property code violations must be corrected before an <br />occupancy pennit is issued, since the basement construction may take lOI'XJer. <br />Mr. Schoomer agreed to that m:x:lification, as did Mrs. '!hompson. <br /> <br />In response to Mr. Levine, Mayor Majerus said students will not be pennitted <br />to live in the building until the exterior property violations are corrected. <br /> <br />All voted Aye. <br /> <br />aJNSlDERATION OF BInS FOR RECONSI'RUCrION OF AU.EY PROJECr <br /> <br />'!he City Manager said the following bids were received for reconstnlction of <br />the alley that runs between Pershing and Watennan from williams to Wellesley: <br />
