<br />Session 1548, Minutes <br />June 17, 1991 <br /> <br />Page 4 <br /> <br />Mr. Wagner agreed with Mr. Schoaner that this business might be better off at <br />a different location instead of trying to operate in such a marginal building. <br /> <br />Mr. Schoaner asked if a way could be fourrl to confine parkin;J to the east em <br />of the site and prd1ibit parkir:g at the west em and behi.rrl the building. Mr. <br />Bell retw:ned to the microphone and said cars could be prevente1 fran enter- <br />ing the lot from the alley by installing a chain on the north side of the lot. <br /> <br />In response to Mrs. 'Ihalrpson, Mr. Bell said the business was set up to get <br />customers in and out in a mi.ninn.nn annmt of time, and PeOple will not be al- <br />lowed to sit in the parkin;J lot and eat. He felt the laOOscaping would miti- <br />gate what little noise is generate1 from autaroobile traffic entering and ex- <br />iting the lot. Mr. Bell said the con:litions set out for this proposal were <br />his; the Plan Canunission only approved them. Also, the best lightirq and <br />landscaping will be on the east side of the lot as shCMIl on the drawings. <br /> <br />Mr. Schoaner proposed some additional con:litions: striping the parkin;J lot <br />to discourage parkin;J on the eastern em of the site; the striPed portion of <br />the parkin;J lot should be signed to discourage loitering on the premises; and <br />the lighting should be shielded to protect the houses to the north. Mr. Bell <br />said the closest neighbor, as well as others nearby, have signed a petition <br />that they have no objection to the restaurant. <br /> <br />Mrs. 'Ihal'p;on moved approval with all corrli.tions liste1 above, as well as Mr. <br />Schoaner's proPOSals. Mrs. Schuman sec:orrled the I'OC)tion. All voted Aye ex- <br />cept Mr. Wagner, who voted Nay. '!he I'OC)tion carried by a vote of four to one. <br /> <br />INTRODUCTION TO F.L.A.M.E. <br /> <br />'!he City Manager said the F.L.A.M.E. organization has asked to introduce it- <br />self and explain its purposes to the Mayor and City Council. He noted that <br />the group has been recognized by the City administration as partners in af- <br />finnative action efforts. <br /> <br />F.L.A.M.E. President Airest Wilson, 2614 McIaran, and Director Marvin Perry, <br />5256 Shelbyham, came fo:rward. Mr. wilson said the organization was fanned <br />last fall to work for racial equality aIOODJ the fire districts in st. IDui.s <br />County. He distribute1 infonnation to council which showed that st. IDuis <br />City has many I'OC)re black firefighters than st. IDuis County does, even in <br />cities with large black populations. He said the group was trying to recruit <br />I'OC)re black firefighters in st. IDuis County, noting that University City's <br />new cadet program set a good exa:rrple for the rest of the County. He said <br />there was only one black director aIOODJ the districts with boards of trustees <br />and his group will try to remedy that. F.L.A.M.E. 's advisol:Y committee is <br />c:orrg;x:>sed of chief officers in st. IDuis City and County, and there are educa- <br />tion, public relations, and political committees. Short tenn goals are to <br />obtain payroll deduction for dues collection, to be I'OC)re involved in hiring <br />and praroting minorities, and in test selection. WDJ tenn goals are to see <br />I'OC)re blacks hired in st. IDui.s County Fire Departments and in general. <br /> <br />Mayor Majerus said F .L.A.M.E. IS efforts are c::camnerx:)able and there should be a <br />much larger minority participation in the Fire SeJ:vice. She said the Council <br />
