<br />Session 1547, Minutes <br />June 10, 1991 <br /> <br />Page 3 <br /> <br />was conunensurate with the level of city services that will be required by <br />this business, am said he will vote for the bill. <br /> <br />Mr. Price said as elected officials, Council should serve the public, am the <br />bill on the floor is a response to what the public wants. Also, the City has <br />been working diligently to upgrade Olive street Road, am the location of a <br />blood bank will not help in that process; hOW'ever, this business would not be <br />welcome at any location in University City. He suggested the $50,000 fee may <br />be too lOW' if the time am resources that have already been experrled on this <br />matter are taken into consideration. <br /> <br />Mrs. 'lhompson said she was in favor of the bill, am she conunen::led the uni- <br />versity City community for its unity in this situation. She said she will do <br />whatever she can to keep the blood bank from OPening. <br /> <br />Mr. SChoomer said it was alleged that this bill is punitive am ai1ned at a <br />SPeCific corporate entity, but that was incorrect. The purpose of this mea- <br />sure is to provide for the legitimate costs of insPection, regulation, test- <br />ing, am administration that this class of business (the sale of human by- <br />products) represents; services that are not adequately provided by County, <br />state, or Federal govennnents. It is the Council's obligation to ensure that <br />the public health am well-being is upheld. If the amount is inadequate, the <br />City can always go back to the voters. <br /> <br />Mrs. Schuman said this has evolved into a remarkable city-wide effort led by <br />the neighborhood closest to the proposed blood bank. She reminded the audi- <br />ence that even after Council approval, the measure nn.lSt be approved by voters. <br /> <br />Mayor Majerus thanked all present for their time, effort, am support, noting <br />that Council's approval of the bill does not mean that efforts to stop the <br />blood bank will be discontinued. She said she learned long ago that it is <br />much easier to keep something out than to try to get it out once it's there. <br /> <br />The roll call vote was as follows: AYES: Counci1members Price, Adams, Wag- <br />ner, Schuman, Schoomer, Thampson, am Mayor Majerus. NAYS: None. Bill No. <br />8010 became ordinance No. 5799. <br /> <br />The audience stood am applauded. Mayor Majerus thanked the audience, am <br />said the bill just passed is enabling legislation, which allows it to be put <br />on the August 6, 1991 ballot. She said she knew the City could count on the <br />residents of University City for support at the polls. <br /> <br />AmOURNMENl' <br /> <br />Mayor Majerus adjourned the meeting at 6:09 p.m. <br /> <br />~.o.~ <br />Dolores A.
