<br />SESSION 1543 <br /> <br />,- <br /> <br />MINUTES OF '!HE' UNIVERSITY CITY CXXJNCIL <br /> <br />May 15, 1991 <br /> <br />At a special budget study meeting of the city council of University City held <br />in the Emergency Operations Center on Wednesday, May 15, 1991, Mayor Janet <br />Majerus presided and called the meeting to order at 7:04 p.m. In addition to <br />the Mayor, the following members of the council were present: <br /> <br />Mr. Byron R. '!hOl'l"pSOn <br /> <br />Also present were City Manager Frank Ollendorff, Director of Finance Willie <br />Norfleet, and Deputy City Manager SUsan Glassman. <br /> <br />'!he public was invited to attF>..nd the meeting as observers. '!he budget was <br />the only subj ect discussed. <br /> <br />2020 Fire Deparbnent (page C-40). '!he city Manager said the najor change in <br />this deparbnent is to postpone filling two vacancies until the City's finan- <br />cial picture improves, although that will require additional overtime (shown <br />in 714.0 overtime Pay). He said occasionally there nay be only one ambulance <br />in use, but that has also happo...ned in the past. '!here will be two new part- <br />time scholarship cadet positions, with one already filled. He said there <br />will be no fewer paramedic firefighters than there are at present. '!he de- <br />parbnent wants mobile phones in some of the vehicles in case the radio phones <br />fail, but that is being deferred for now. He noted the increase in 726.06 <br />Office Equipment Repairs, most of which is the naintenance agreement for the <br />deparbnent's new computer system. '!here are two errors--$300 should be added <br />to 728.01 Social Security Contributions, and $1200 added to 728.07 Clothing <br />Allowance. He called attention to the large increase in 728.05 Education <br />Benefits, most of which is the cost for firefighters ($2000 each) to attend <br />the new county Fire Academy. Mr. Ollendorff reviewed all the items under <br />Capital OUtlay, noting that the 10-year old ladder truck will be refurbished <br />for $45,000, which will come from the fire reseJ:Ve fund. <br /> <br />,- <br /> <br />2030 Disaster Plannincr and Operations (paqe C-44). '!he City Manager said <br />this deparbnent is closing on June 30, with the safety functions to be ab- <br />sorbed by his office, and switd1board and telephone communications taken over <br />by Finance. In response to Mayor Majerus, Mr. Ollendorff said the net saving <br />to the city (if loss of the $20,000 grant is included) is about $40,000. Mr. <br />Schoomer asked about the cost of services that have to be replicated due to <br />closing this deparbnent I and Mr. Ollendorff said that would be about $35 I 000 I <br />which is being transferred to other deparbnents' <br /> <br />2610 Enaineerincr (paqe C-48).
