'!his supply is for one year, assu.mi.ng two route
d1an:Jes (in July and November) to roll-out carts.

Mr. Adams :moved approval of the Consent calendar. Mr. Price secorrled the m0-
tion, which carried unaninously.

LIOOOR LICENSE - 6335 DElMAR BXJI.EVARD

'!he City Manager said the site oil Corrpany, after being denied a license to
sell liquor by the package, applied for a license to sell 5% packaged beer at
a proposed convenience store at 6335 Delmar. since Co\.ll1Cil' s policy of op-
posing additional outlets for liquor sales has not d1an:Jed in the interim, it
was recamrnended that the application be denied.

Mr. Ed Griesedieck, 555 Washington, representing site Food Mart and Al Hoff-
man, o;.mer of 6335 Delmar, said if the beer license is approve::i, the company
will request a conditional use pennit to operate a much-needed grocery store
on this site. He said the COI'lpal1y was aware of the City's liquor license
policy, but believe::i this area necessitated a deviation from that policy. He
pointed out that the fonner store on this site had a package beer license and
noted the franchiser has agree::i not to sell beer in less than six-packs or
quarts in less than three packs. He said the operator neede::i to be able to
sell beer in order to have a full-service groceJ:y. He left a petition with
about 500 signatures that had been obtained from peOple in nearby neighbor-
hoods who want a convenience store at this location.

Mr. Price aske::i about operating hours, and Mr. Griesedieck said the operator
would like to be open 24 hours, although that could be adjusted. Mr. Price
asked haY many employees would be on duty, and Mr. Griesedieck said two or
three during the day, and one or two at night.

Mrs. 'Ihc:mpson said that Glaser Drug, which sold the types of items this store
would sell, had a full package liquor license, whereas this store was asking
for only 5% beer. She moved approval, however, there was no second.

Mr. Price suggested the statement that more than adequate sources existed for
alcoholic beverage sales was inaccurate, and that each situation should be2judge::i on its CMI1 merit. Mayor Majerus said Council's policy covers only
package sales, not sales by the drink in restaurants. Mr. Griesedieck agreed
each case should be taken on its own merits, am said the proposed store is
offering a service that was only partly addressed by Medicare-Glaser. This
store will sell hundre::is of items at affordable prices, he said, but it was
also necessaJ:Y to sell beer. He believed most residents wanted this store.

Mrs. Schmnan asked if those signing the petition believed they were signing
in favor of a convenience store, and signe::i only because they believed the
sale of beer was necessary in order for the store to operate. Mr. Griese-
dieck said that was correct, but the sale of beer was only incidental, not a
large part of the operation. Mrs. Schmnan asked why, if beer sales are so
insignificant, site oil has threatened not to open the store unless they are
allaYe::i. Mr. Griesedieck said most site stores have a full package license,
