Session 1540, Minutes
April 15, 1991

Page 4

but managenent is willing to canprani.se am settle for a beer license". It
will not be a full-sel:Vice store unless beer is sold, even though only a
small profit will come from beer, he said.

Ms. Ieslie caldwell, 315 Westgate, said she does not want a cozwenience store
that sells beer located in her neighborhcxxi because it would attract un:iesir-
able people, increase traffic, make the area less safe, an:l it doesn It fit
into the present character of the area. In addition, there is a minority-
CMl1€d grocery store just one block fran this site which should be encouraged,
an:l also, a new convenience store will be openi.rq just two blocks away.

Mr. .Mans was opposed. to granting a liquor license at this location, noting
that the city currently has one liquor outlet for every 300 adult residents.
A good mix of establishments with the am of ensuring that citizens can main-
tain a high quality of life is desirable, but another liquor store is not, he
said, although there was a need for a cozwenience store in the area.

Mr. Price said he urxierstood why there should not be liquor licenses in resi-
dential neighborhcxxis, however, it was still not clear to him why the policy
should apply to this commercial section of DelInar. Mr. Adams said Council is
only dealing with this one site, and although he did not object to granting a
package license to a grocery chain or very large store, he was adaIrantly op-
posed to small stores having a liquor license of any kind.

Mrs. lJharpson said she did not feel allCYNing or not allCYNing liquor sales had
anything to do with the quality of life, an:l she had no objection to allowing
those sales in convenience stores in c::anme.rcial locations.

Mrs. Schuman said she felt it did affect the quality of life in this particu-
lar neighborhcxxi, because the narrow commercial strip is densely impacted by
adjacent residences. Also, the argument that selling beer would provide full
service is specious since a mnnber of nearby establishments sell alcohol.

Mr. Price said although he will probably vote Nay, he thought it might be do-
inJ this ronpany a disservice to extrapolate fonner bad management with the
entity itself. He hOPed that site will go ahead an:l OPen a convenience store
here whether or not they are allCMed to sell beer; if the store is well run
it may be possible to take up the issue of a beer license later.

Mr. MaIns moved to deny. Mr. Schoo.rner secorrled the notion, observing that
the_ volune of trash, broken bottles, etc., fell off considerably after Majik
Market an:l Medicare~laser closed, as well as the mnnber of complaints of as-
saults by vagrants and drunks, even as the street population has increased.
Also, the only long-tenn successes in this area have been businesses with
Ja10wledgeable owner-operators on the premises who are able to provide the ne-
c.essary level of control needed to survive in this district.

All voted Aye to deny the liquor license except Mrs. 'lhcmpson, who voted Nay.

SITE PIAN REVIEW - 7645 DEIMAR.
