Development of the parking lot shall be in substantial COIl'pliance with <br />the site plan dated March 14, 1991, and submitted with the application. <br />2. A detailed landscaping plan shall be submitted to the Director of Plan- <br />ning for his review and approval prior to the parking lot being paved. <br />I.arrlscaping shall be installed and ma.intained in accordance with the ap- <br />proved plan. landscaping shall be installed no later than 60 days after <br />paving of the parking lot is COIl'pleted. Areas of the lot not devoted to <br />paving or c;>ther landscaping shall be ma.intained lawn area. <br />3. Victory Olristian outreach Center shall obtain the proper pennits for ex- <br />pansion of the Kennedy street curb cut and closure of the Olive Boulevard <br />curb cuts from the proper public authorities. '!he closure of curb cuts <br />on Olive shall be with curb and sidewalk in accordance with Missouri <br />Highway Department standards. <br />4. A detailed drainage plan shall be submitted to the st. louis Metropolitan <br />Sewer District for their review and approval prior to starting rough <br />grading of the lot. Drainage shall be as approved by MSD. <br /> <br />Mrs. Thompson moved approval with all conditions. Mr. Schoomer seconded the <br />motion, which carried unanimously. <br /> <br />FUBLIC HEARING - REZONING FORMER MERCY HIGH srnooL PROPERI'Y <br /> <br />The city Manager said the Council waS asked to hold a public hearing on the <br />proposed rezoning of part of the fonner Mercy High School site from Planned <br />Residential-office to General Connnercial. '!he specific use desired is for a <br />self-storage facility. '!he Planning staff and Plan Camnission independently <br />and jointly gave careful consideration to this proposal and detennined it was <br />not in the City's best interest to approve the rezoning. <br /> <br />Mayor Majerus opened the public hearing at 7:35 p.m. <br /> <br />Mr. Dan Krrr, 16454 Barrister lane, asked Council to approve the requested <br />rezoning. He said the project would take about 4.2 acres of the site, leav- <br />ing 7.5 acres for future development. It includes 60,000 square feet of <br />self-storage in 21 or 22 residential-style buildings. There will be 24-hour <br />security and a ma.nager on-site. He suggested that ma.rket studies show there <br />is a demarrl for this facility. He noted there were concerns about dividing <br />the site, but said the city's TIF plan shows this site in three sections, <br />whereas his finn's plan broke the property into only two pieces. <br /> <br />There were no other requests to speak, and Mayor Majerus closed the public <br />hearing at 7:43 p.m. <br /> <br />Mr. MaIns suggested Council concur with the Plan Camnission' s recommendation <br />
