He related the his- <br />tory of the present Delcrest aparbnents, and noted that Delcrest II will be <br />funded by a HOD 202 direct loan. '!he need for aparbnents for the elderly is <br />great, he said, adding that about 18% of University City's population is over <br />62 and Delcrest I has a waiting list of 200. <br /> <br />In response to Mrs. '!hompson, Mr. Dessau said the cost of the project is $7-8 <br />million, $5 million of which will be provided by HOD. He said there was al- <br />ready excess parJd.rg at Delcrest I, and he believed that would also be the <br />case at Delcrest II, resulting in 48 surplus spaces in the entire project. <br />In addition, there will be a great deal of open green space on the property. <br /> <br />Mr. Ollendorff clarified that approval of the conditional use would also in- <br />clude site plan approval, since the same conditions apply in each case. <br /> <br />Mr. Price moved approval of the conditional use pennit and site plan with all <br />conditions listed above. Mr. Adams seconded the motion. <br /> <br />Mr. Schoomer congratulated the School District on its sale of this property <br />for the development of an excellent and much-needed project, however, he also <br />very much regretted the property would not become tax-generating. <br /> <br />All voted Aye. <br /> <br />PERSONNEL REroRI' <br /> <br />The Personnel report for the week ending February 2, 1991 was received and <br />ordered filed. <br /> <br />CITIZEN a:::r.1MENI'S <br /> <br />Mr. Ozell Walker, Jr., 6851 Corbitt, said he also had a Kansas City address <br />(12813 Manchester, Grandview) but has really moved back to st. louis. He <br />asked Council to reconsider granting hiln a liquor license for J. B. 's, 7555 <br />Olive (fonner pier 75). He said the main issue seemed to be the alleged in- <br />volvement of his brother (John Banks) in his corporation, but he emphasized <br />that his brother was not involved in any way even though he was the original <br />applicant. Mr. Walker felt he was being condemned because of his brother's <br />liquor license violations in his st. Louis lounge, the Voyager. Mr. Walker <br />said he resigned his position in Kansas City and returned to st. louis to run <br />J. B. 's and he has no other means of support. He said it was reported that he <br />had been the manager of the Voyager but that was incorrect, and he was not <br />involved in that business when the violations occurred. He said he has done <br />everything that was requested by the City and he asked that CotlllCil reconsid- <br />er his application. <br /> <br />Mayor Majerus said this matter was on the agenda of the January 21st CotlllCil <br />meeting, and CotlllCil voted at that time to deny the application. She noted <br />that Mr. Walker had been notified of the meeting, and in fact consideration <br />of the application was delayed until the end of the meeting in order to give <br />Mr. Walker a chance to state his case, but he did not appear. <br />
