Mr. Cdlen said a seating <br />plan was sul:.lmitted to the Zoning Administrator for both the first am secorrl <br />floors, with 60 seats added to the seconj floor. He thought it was clear. <br /> <br />In response to Mr. Price, Director of Planni.rg Al Goldman said the applicants <br />did furnish another drawing since he wrote the IlSlD di ~ing the need for <br />clarification on secorrl floor use, but the layout looks like it might be for <br />a sports bar or for entertainment, since there doesn It ~ to be any pro- <br />vision for food service. <br /> <br />Mr. Schoomer suggested addi.rg a condition requiring that the secorrl floor be <br />retai.ne1 for food service, am future chan;Jes nust be approved by Council. <br />He 1OO\Ied approval of the first floor plan am of a corrlition that the use be <br />maintai.ne1 as stipulated in the initial am secon:lary drawings with recogni- <br />tion that the applicants are aware that they must came to Council before any <br />other change is made. Mrs. Schtnnan secorxlEd the notion. <br /> <br />In response to Mr. Price, Mr. Goldman said the notion ties dCMIl use of the <br />secorrl floor as a food service area rather than just a bar. All voted Aye. <br /> <br />LICUOR LICENSE - NORIH AND SOO'IH MARKET <br /> <br />'!he City Manager reconunended denying an application for a package liquor li- <br />cense at North am South Market, 1523 North am South. He said Council has a <br />lOn]-established policy of disaJUraging alcholic beverage sales in small <br />stores in residential neighbortloods, am there was no reason to consider a <br />policy change in this instance. <br /> <br />Mr. Price said he had no wish to deny anyone the right to earn a living, how- <br />ever, he did agree that liquor should not be sold in residential areas. He <br />1OO\Ied denial. Mr. Schoomer secorrled the notion. All voted Aye except Mrs. <br />'!hampson, who voted Nay. Several other expenses have been un:ler b.1dget, allowing restoration <br />of one police am one paramedic position, increases in the Contingency and <br />BuildinJ Improvement aCCOlU1ts, p.ll"dlase of graffiti rerocJVal equipnent, a con- <br />tract for a Zoning Code consultant, am granting a cost of living adjustment <br />to retirees. <br /> <br />Mr. Wagner 1OO\Ied approval, am Mr. SChoaner secorrled the notion. <br /> <br />Respc::>rrlin;J to Mrs. Schtnnan, Mr. Ollerrlorff said the graffiti equipnent could <br />be rented by subdivisions, neighbortlood associations, am other cities. <br /> <br />All voted Aye. <br />
