'Ihe state legislature is to consider adding a $3.00 charge on <br />certain filing fees whidl will go for services to the haneless, she said. <br /> <br />Recalling Mr. Feldman's proposal to furrl teenage activities, Mr. Price noted <br />the recent ccmnunication regarding the possibility of enclosing the soccer <br />facility. He suggested fonning a citizens' ccmnittee to look into various <br />options for using the building for this purpose. Mayor Majerus concurred, <br />suggesting that Council discuss this at its next study session. <br /> <br />Mrs. Schuman thanked those atteming the (DB; p.lblic hearings who offered in- <br />sight into a number of issues. She was also pleased at the direction taken <br />by the grant :furx3s application am said she nay have suggestions for teen ac- <br />tivities furrled by mB:; Ironey next year. She shared Mr. Feldman's concerns, <br />but felt no apology was needed for capital expen:litures since they do improve <br />the quality of life for those in low- am m:xierate-income neighborhoods. She <br />recalled Mrs. Botwinick' s conunents about federal legiSlation, noting that the <br />County has been working with Mr. Ollenjorff to streamline the City's proce- <br />dures am change the income guidelines definition so families nay be served <br />Irore rapidly. She asked Mr. Ollendorff to explain the Northeast Area conunun- <br />ity-police relations. He said mB:; :furx3s nay not be spent on regular police <br />activities, but for the last 15 years in the Loop am Parkview Gardens, offi- <br />cers have worked on an overtiIre basis with tenant groups, property owners am <br />merchants to provide a ccmnunity relationship with the police am firrl out <br />what the needs are. 'Ibis will be a step in that direction in the Northeast <br />Area, the only other section of the city eligible for this kirrl of activity. <br />Mrs. Schuman said if any changes are nade she would like to see the Ironey for <br />restriping disabled parking spaces go to ForestJ:y, since that was reduced so <br />mudl this year. <br /> <br />Mrs. 'Ihompson said she still wants to see Ironey allocated for beat policemen, <br />since she feels that will make a big difference in teenage behavior. She al- <br />so wants Irore Ironey put into heme improvement grants am loans. She ques- <br />tioned the need for $24,000 for forestJ:y. Mr. Ollenjorff said that was for <br />new trees am plantings, IroStly along Olive Boulevard. <br /> <br />Mr. Schocmer remirrled the Council that only $316,000 in mB:; :furx3s are avail- <br />able for many pressing needs; he also noted this amount is about half of what <br />was available 10 years ago. <br /> <br />There was further discussion about ccmnunity policing, am Mr. Price felt at <br />least $10,000 (instead of $2,600) should be allocated for Northeast Area P0- <br />lice, suggesting that ForestJ:y be reduced from $24,000 to $21,600 am Park- <br />view Gardens Police from $45,000 to $40,000. Mr. OllenjOrff said the City <br />was limited by law to 15% ($47,600) of the mB:; total for policing but it was <br />up to Council how to divide it. He felt they would agree that Parkview Gar- <br />dens should not be reduced mud1, if at all. Mr. Price then proposed $42,600 <br />for Parkview Gardens Police am $5,000 for Northeast Area Police. Mrs. Schu- <br />man pointed out that $45,000 for Parkview Gardens meant no increase at a tiIre <br />when even Irore help is needed, am it was not wise to decrease this amount. <br />Mrs. 'Ihompson disagreed.
