<br />session 1577, Minutes <br />september 14, 1992 <br /> <br />Page 10 <br /> <br />PERSONNEL REroRI' <br /> <br />'!he Personnel report for the week erxii..nJ September 12, 1992 was received and <br />ordered filed. <br /> <br />Mr. Adams arrived at this tine (8:41 p.m.). <br />CITIZEN <XH!ENl'S <br /> <br />Ms. lDrrie Ackerman, 6645 University Drive, said she and others did not have <br />a safe route to walk hane fran the university after dark because so many of <br />the street lights on Millbrook and University Drive are not lit. She said <br />someone at City Hall told her the lights on Millbrook were tmned off because <br />they were unnecessary and her only recourse was to petition the Council. She <br />asked that at least sane of the six dark lights be either tmned on or re- <br />paired. She also said University Drive residents did not receive the same <br />city services as other residents, especially with regard to recycling. <br /> <br />Mayor Majerus said the light situation will be looked into immediately. She <br />apologized for the recycling problem, adding that as noted earlier, the pro- <br />gram is being expanjed to involve many apartments where students live. She <br />added that conversations had been held with the University to try to get <br />them to install good lighting on the south side of Millbrook. She thanked <br />Ms. Ackennan for her ccmnents and suggestions. <br /> <br />Mrs. SChuman said she and Mr. wagner have ni~.lSSed the lighting situation, <br />and while they did not object. to turning off lights where there was no Pedes- <br />trian traffic, they were adamant about leaving lights on where there were <br />Pedestrians. Mr. Wagner suggested pe:rhaps the policy should be reviewed to <br />be certain no lights were turned off in residential areas. <br /> <br />In response to Mr. SChoaner, Mayor Majerus said university Drive was a pri- <br />vate street in Ames Place, and the lights belong to that subdivision. <br /> <br />Ms. Alrnatine Johnson, 1434 COOlidge, said the River Des Peres between Sheri- <br />dan and COOlidge was infested with insects, snakes, and rats, it has a bad <br />odor and is dangerous for children in the area. She said it seemed money <br />could be fOUl"rl for everything but the creek, and it was tine to take action. <br /> <br />Mrs. SChuman asked if the recent rate increase by the Metropolitan Sewer Dis- <br />trict would speed up work being done on the river. Mayor Majerus said she <br />did not think it would, but had written MSD regarding the recent tragedy when <br />a youngster fell into the river and was drowned. She said MSD will repair <br />fencing where needed and :p.1t a barricade on the River at Yale to prevent ac- <br />cess by youngsters; however, no commitJnent was made for additional fencing. <br />She expressed extreme frustration that work on the river is m:wing so slowly, <br />noting that Senator Danforth made a pledge sane years ago to get things m:w- <br />ing. She urged those conc:::en1ed to write both Senators Danforth and Bom. <br /> <br />Mr. Price asked what a citizens group could do to get MSD to respom. Mayor <br />Majerus suggested making Plone calls and writing letters. She asked Ms. Lil- <br />lie Elazer to come foI:Ward, saying she had more experience dealing with MSD <br />
