At least one a'tteOOant shall be on duty at all tiInes. '!he atterrlant <br />shall be adequately trained to assist c:ustcIrers with the equipnent am in <br />haOOling emergency situations. <br />2. Adequate exterior lighting shall be maintained at the rear am along the <br />west side of the premises. '!he lighting shall be shielded to avoid shin- <br />ing directly into the apartments am shall operate automatically to pro- <br />vide lighting during all periods of darkness. <br />3. An emergency alann system shall be installed am maintained at all tiJnes, <br />with features that will contact the University City emergency services or <br />a private alann c::o.npmy in the event it is activated by the atten:lant and <br />will provide a "fail safe" trouble signal in the event the communications <br />wire is cut. <br />4. '!he applicant agrees that if the City Council determines there is late <br />night or early lOOming loitering on the parking lot (including patrons <br />waiting in parked aut:cxrd:>iles while clothes are being washed or dried), <br />the hours of operation will be restricted to the hours between 6:00 a.m. <br />and 11:00 p.m. <br /> <br />The operator, Mr. Milford Jones, 705 Coulter, Kirkwood, felt the definition <br />of people waiting in aut:cxrd:>iles as loitering (corrlition #4) was too broad. <br />He pointed out there were a mnnber of other businesses am aparbnents that <br />use the lot, which is too big for his employees to lOOnitor. He said he could <br />control loitering on his premises and in front of and behirrl his business. <br /> <br />Mr. Wagner agreed this was a valid point am suggested reroving the reference <br />to patrons in parked aut:cxrd:>iles. No one objected, am Mr. Wagner m:::wed ap- <br />proval with that ~t. Mrs. '!harp;on sec::orrled the motion. Mayor Majer- <br />us clarified that the loitering restriction would be confined to the i.nunedi- <br />ate area of the laUI'rlromat (inside, sidewalks and i.nunediate parking area be- <br />hin:1) . <br /> <br />All voted Aye. <br />
