She pointed <br />out that Mr. Price was party to a decision made by Council that Mr. Adams, <br />who se:rves on the Board of the National league of cities, am Mrs. '!hampson, <br />who has made valuable contacts at me meeti.n;Js, ~d receive necessary :fl.lms <br />to atterrl several meeti.n;Js a year. She added. that same councilmembers have <br />paid for part of their travel expenses out of their own px:kets. <br /> <br />Mrs. '!hampson agreed with Mr. Price that budget m::>ney should be allocated for <br />graffiti raooval. She thought allocati.n;J $2,000 was not enough am that the <br />budget should be examined to see where :fl.lms can be fourrl. <br /> <br />Mr. Schoaner agreed the problem was larger than $2, 000 ~d address, but <br />noted that Council had given sufficient direction to the city Manager to use <br />:fl.lms previously allocated to p.1blic works for the SPeCific problem of graf- <br />fiti. He suggested that Council might wish to allocate additional m::>ney for <br />graffiti duri.n;J the next budget Perioo, perhaps by askin;J for a tax increase. <br /> <br />Mrs. '!hampson recalled the County program that allows offerrlers to work off <br />their fines through cammunity se:rvice, addi.rg that municipal offerrlers also <br />might work off their fines in City Court by raoovi.n;J graffiti locally. <br /> <br />Mr. Price moved that $2,000 be awropriated for graffiti raooval equipment. <br />'!he m::>tion died for lack of a secord. <br /> <br />SITE PIAN - 6702 VERNON <br /> <br />'!he City Manager recarrmerrled awroval of a site plan for 6702 Ven10n for a <br />retail se:rvice center, with the followi.n;J corxlitions: <br /> <br />1. A detailed larrlscapi.n;J plan for the site shall be suhnitted for review <br />am awroval by the Director of Planni.n;J. All larrlscapi.n;J am fences <br />shall be installed am maintained in acx:x:>rdance with such awroved plan. <br />'!he plan shall provide for larrlscapi.n;J in front of the developnent with <br />the COn1er of Kingslam am Vernon Avenues as a major focal point for <br />larrlscapi.n;J . <br />2. A SPeCific plan for security lighti.n;J on the site shall be suhnitted for <br />approval by the City Manager. SUch lighti.n;J shall be adequately shaded so <br />that no direct light is cast upon the residential properties to the west. <br />3. All curbi.n;J shall be of Portlam Cement concrete. <br />4. '!here shall be no activity at the rear of the buildi.n;J, such as c:lurrping <br />or raooval of trash, loading trucks or receivi.n;J deliveries, between the <br />hours of 9:00 p.m. am 7:00 a.m. <br />5. A sign control program, including provisions to be included in the lease, <br />shall be submitted for review am awroval of the Deparbnent of Planni.n;J. <br />Signs shall conform to the approved lease provisions and shall comply <br />with the provisions of the University City Sign Code. <br />6.
