<br />Session 1573, Minutes <br />June 15, 1992 <br /> <br />Page 5 <br /> <br />CONSIDERATION OF BIa:; FOR AERIAL LIFT (FORMER CONSENT CAI.ENIl7ffi #1) <br /> <br />The City Manager said invitations to bid on installation of an aerial lift <br />for ForestJ::y Division Vehicle #53 were sent to seven suppliers, with the fol- <br />lowing response: <br /> <br />Altec Irrlustries, Inc. - includes pickup and. <br />delivezy from st. Joseph, ID <br />Drake-Scroggs Equipnent, Inc. - City must pick <br />up vehicle in Springfield, IL <br />Hi-Ranger Midwest [50% female-ownedJ - $39,995 <br />plus $500 pickup and. delivery from Kieler, WI <br />Aerial Lift, Inc. [female-ownedJ <br /> <br />$34,839 <br /> <br />37,181 <br /> <br />40,495 <br />42,222 <br /> <br />It was reconunended that the only bid fully meeting specifications, $40,495 <br />from Hi-Ranger Midwest, be accepted. <br /> <br />Mr. Bill Hance, 5012 Lowndes Drive, representing Drake-Scruggs, said he be- <br />lieved his company met required specifications for this equipment but thought <br />perhaps the worning of responses in the bid forms may have been misleading. <br /> <br />Mr. 'Ihomas Twombly, 7602 N. 71, st. Joseph, representing Altec, said Altec <br />was the only bid ~ineered, manufactured and. assembled within Missouri. He <br />said it has a generous warranty, the best after-sales support of all the bid- <br />ders, and. more than 400 units were I'lOW being used in the st. IDuis area. In <br />response to Mrs. 'Ihorrpson, Mr. Twombly said there were both females and. Afri- <br />can-Americans working for the company. <br /> <br />Mayor Majerus said council does not have the expertise to judge this type of <br />equipment, and. she asked if there was any infonnation that would cause Mr. <br />Ollendorff to change his reconunendation. He said he would still recommend <br />the bid from Hi -Ranger Midwest, based on staff familiarity with particular <br />university City needs. <br /> <br />In response to Mr. Price, Mr. Ollendorff said specifications were based on <br />equipment necessary to do certain work, which was needed as quickly as possi- <br />ble since it replaces some that is unreliable. Responding to Mrs. Thompson, <br />Mr. Ollendorff said Hi -Ranger Midwest exceeds City goals for minority parti- <br />cipation. Mr. Price was conce:rned about the bid confusion, but the City Man- <br />ager said there was no confusion on the part of staff. <br /> <br />Mr. Schoomer felt staff recorranendations should be respected, and. he moved ac- <br />ceptance of the bid from Hi-Ranger Midwest. Mr. Adams second.ed the motion, <br />but asked if all bidders sent specifications for their own equipment and. if <br />it was analyzed. Mr. Ollendorff replied affinnatively, adding that bids were <br />received more than two weeks ago in orner to allow plenty of time for review. <br />Mr. Adams requested that in the future, Council receive an explanation when a <br />recommended bid is more than 10% over the low bid. Mr. Ollendorff agreed. <br /> <br />Mrs. Schuman also felt staff should be the final arbiter, but thought an ex- <br />planation of why Hi -Ranger's equipment meets City needs better than the other <br />bidders was necesscn:y. Mr. Price concurred. <br />
