<br />Session 1567, Minutes <br />April 20, 1992 <br /> <br />Page 4 <br /> <br />CONDITIONAL USE PERMIT - 8041 DEIMAR :ocm.EVARD <br /> <br />'!he city Manager said at the March 16 meetirg the City Council oonsidered a <br />oonditional use permit for 8041 Delmar, arrl after hearirg the views of inter- <br />ested. citizens arrl lengthy discussion in which seven of fourteen reconunerrled <br />oonditions were adopted, the rna.tter was tabled. since that time, the appli- <br />cant's representatives have met with city management arrl staff to consolidate <br />the adopted conditions into a revised plan arrl to seek agreement on the word- <br />irg of conditions not yet adopted.. '!he recorranerrled oonditions are as follows: <br /> <br />1. SUbmit a complete supplemental site plan for review arrl approval of the <br />City staff showirg existirg arrl relocated. easements, existirg arrl relo- <br />cated. utility locations, signs, lightirg, handicapped aa::ess ramps, ex- <br />terior mechanical equipment arrl finished grades. Final development shall <br />be installed arrl rna.intained in substantial oonfonrance with the approved <br />site plan. Provide cross sections of site arrl buildirg to show slopes <br />arrl gradirg, especially of drives, walks arrl screen fencirg. Include in- <br />formation on stonn water disposal arrl protection from water run-off, arrl <br />soil erosion durirg oonstruction period. Also provide information to <br />demonstrate that exterior lightirg will be properly shaded to avoid di- <br />rect light on adjoinirg residential premises. <br />2. SUbmit complete elevation drawirgs of the buildirg for review arrl approv- <br />al of the city staff. Show height, roof lines, rna.terials, architectural <br />treatment arrl relationship to adj oinirg residential structures. '!he de- <br />sign, rna.terials arrl oolors should complement arrl blend with the surrounj- <br />irg residential appearance. <br />3. SUbmit a detailed landscapirg plan for review arrl approval of the City <br />staff. Show details of fencirg arrl all landscape oonstruction, as well <br />as the mnnber, size, exact SPeCie arrl spacirg of plant rna.terial, arrl type <br />of mulch or ground cover. Iandscapirg arrl fencirg shall be installed arrl <br />rna.intained in accordance with the approved plan. <br />4. A total of 19 off-street parking spaces shall be provided, located. in a <br />manner that will have mini1nal i..rrpact on abuttirg residents. <br />5. Active sewers arrl other utilities in the fonner Gay Avenue right-of-way <br />shall be relocated. so that no part of the buildirg is built over an ac- <br />tive utility line. <br />6. Any heatirg or air oonditionllg equipment or duct work located. on the <br />roof shall be screened from view from all sides by the roof facade. <br />Electric service shall be undergrourrl. <br />7. '!he fence shown on the site plan dated. April 15, 1992, shall oontain no <br />gates or openirgs arrl shall be rna.intained as a barricade to prevent pe- <br />destrian or vehicular aa::ess from the no:rth. <br />8. Unless specifically authorized by the city Council as an amerrlrnent to <br />this oonditional use, there shall be no uses of the premises other than <br />custornaJ:y SYnagogue uses, such as religious services, programs, obser- <br />vances arrl celebrations arrl fellowship activities, adult study, office <br />use in connection with the SYnagogue, arrl oongregational meetirgs arrl <br />other SYnagogue activities which do not overtax parkirg facilities. <br />Aroc>rg the uses that require a oonditional use amendment are day care, <br />schools, hall rental, arrl outdoor recreational activities. <br />9. '!here shall be regular arrl timely lawn, landscape arrl tree rna.intenance, <br />in keepirg with the standards of this residential neighbo:thood. <br />
