She said the value of these trees was from $9,000 <br />to $13,000 each, and the cost of removal would be $2,000 each. She requested <br />that the synagogue be required to post a booo protecting the larrl.scaping of <br />surrourrling properties and that neighbors be canpensated for any losses. She <br />also said the site was not large en<:>u:jl for this project, and Zoning Code <br />Parking requirements have not been lOOt. <br /> <br />Mr. Mike Hennessey, 8037 Delmar, said building a synagogue in a residential <br />area is not the issue, but rather what can be built and if the property is <br />large en<:>u:jl for the building desired. He said a corrlitional use pennit is <br />needed only because of the property size, and the focal point is transition- <br />al yards and setbacks, which detennine if the available property is minllnally <br />suited to the proposed structure. He noted that much time was spent at the <br />March 16 Ireeting discussing the parking needs of the applicant, who said 19 <br />spaces were the most that would be needed. However, two days later, at least <br />82 cars were parked for an event at the present synagogue. He urged Council <br />to abide by the Zoning Code regarding parking and transitional yard require- <br />!rents and to make sure the building confonns to city codes. <br /> <br />Ms. Tania Wiseman, 8038 Gannon, was concerned that this property did not have <br />enough space for a congregation of more than 100 families with children. She <br />hoped it was not being considered as a stepping stone to a different location <br />in a fEM years, leaving the city with a building that will be very difficult <br />to adapt to a different use. <br /> <br />Mr. Ewald Winker, Jr., 8115 Delmar, cautioned Council to give very careful <br />consideration to this coOOitional use application because of what rcay happen <br />in a fEM years if this building is abandoned, and no other use can be fourrl <br />for it because of lack of parking or other considerations. He asked Council <br />to hold Young Israel to the same requirements as any other application. <br /> <br />In response to Mr. Price, Mr. Ollerrlorff said Young Israel would have to come <br />back before Council if they wished to alter the number of Parking spaces. Mr. <br />SchCXJIller pointed out a further protection--that use of the site is restricted <br />to this use and user, and any change must also come before the Council. <br /> <br />Mrs. Schurran said the concerns expressed by preceding speakers with regard to <br />parking explains why a paper plan for future expanded Parking (for a possible <br />different use) is iIrportant and needed. She does support the change from 20 <br />to 19 spaces since that offers more protection for abutting property owners. <br /> <br />Mrs. '!hompson asked if there had been discussion regarding possible larrl.scap- <br />ing loss to adj acent owners. Mr. Ollerrlorff said that had not been discussed <br />although neighbors will be protected from stonnwater nmoff. Mr. Price asked <br />if a corrlition could be set legally to protect private property. Mr. Ollen- <br />dorff said the applicant could be asked to submit a plan explaining how the <br />private property would be protected. <br /> <br />Mayor Majerus suggested that Council vote on Corrlition #4, and all voted Aye <br />except Councilmernbers Schuman and Wagner, who voted Nay. '!he motion carried <br />by a vote of five to two. <br />
