<br />Session 1567, Minutes <br />April 20, 1992 <br /> <br />Page 7 <br /> <br />Mayor Majerus said in meetings with the applicant, the city administration <br />and staff were able to clarify and sirrplify the list of corrlitions, as shown <br />above. She noted the withdrawal of the requirement that all access during <br />certain hours be through the front door, and elimination of the requirement <br />of a full financial state1rent prior to approval of the corrlitional use. <br /> <br />Mr. Price asked why the last requirement was withdrawn. Mr. Ollerrlorff said <br />the City has had past experiences with developers running out of rocmey before <br />a project is finished; hOlNever, the applicants pointed out this meant opening <br />their books, which was overreaching the city's authority. '!hey said they <br />would cormnit to a good-faith effort to complete the project on a timely basis <br />Mayor Majerus noted the original requirement would have been a major policy <br />change, made without Council discussion or consensus. <br /> <br />Mr. Adams moved approval of the conditional use pennit at 8041 Delmar with <br />all conditions as presented to Council. Mr. Schoomer seconded the motion. <br />Mrs. Schuman said this has been a very difficult issue for all councilmembers <br />and she hoped respect would be shown for all opinions; she agreed that the <br />site was really too sma.ll, but also felt it was irrp:>rtant that Young Israel <br />remain in University City. She felt the revised site plan is the best that <br />can be devised for this site urrler the circumstances, while still protecting <br />abutting property owners. <br /> <br />'!he motion carried unan.ina.lsly. <br /> <br />PERSONNEL REFORl' <br /> <br />'!he Personnel report for the week errling April 18, 1992, was received am or- <br />dered filed. <br /> <br />CITIZEN cn1MENI'S <br /> <br />Mr. zaki Baro.ti, 812 Saxony Court, said he was upset because he perceived a <br />lack of black employment at the University City Library, which he discovered <br />when the African-American People's Organization met there April 4. He said <br />the Library Director was disrespectful when the group was about 10 minutes <br />late leaving the library after it closed. He said he was disappointed with <br />that behavior which he felt reflected the library's hiring policies, am he <br />asked the city to look into this. Mrs. '!hompson agreed. <br /> <br />Mr. Alex Feldman, 1233 Backer, said one conclusion drawn by the Coro Fourrla- <br />tion study last fall was that there was little discussion between the School <br />District and City administration. He was also disappointed about the disso- <br />lution of the jointly published newspaper, with each entity nOIN publishing <br />its own. He suggested that both groups try to put aside their differences <br />am again publish a joint newspaper. Mayor Majerus said the problem arose <br />because of major scheduling differences which have existed for some time. <br /> <br />Mrs. Schuman intrcx:luced Webelos Pack 498, which she said has been studying <br />University City issues and has a rnnnber of lively ideas about where the City <br />should be heading.
