Mr. Schoamer seconded the <br />IOOtion, which carried unanim::>usly. <br /> <br />roBLIC HEARING - PARKVIEW HISIORIC DIS'IRIcr <br /> <br />'!he city Manager said a public hearing was scheduled at this time arrl place <br />to give interested citizens an qJpOrtunity to conunent on the proPOsed estab- <br />lishm:mt of, am regulations for, the Parkview Historic District. He fully <br />supported this proposal fran the Historic Preservation CoImnission arrl recom- <br />merrled that Council request the preparation of an appropriate bill. He noted <br />the Plan ccmni.ssion rec:anrrerDs denial because of possible infringement on <br />personal property rights; however, the city has irrlicated through the estab- <br />lishment of other historic districts arrl the CoImnission itself that the gen- <br />eral concept is in keeping with City policy arrl the CaTp:rehensive Plan. '!he <br />Plan ccmni.ssion I s concern over building pennit requirements can be met by <br />chan:Jing that part of the restrictions to require free or inexpensive histor- <br />ic preservation pennits rather than lOC)re costly building pennits for chan:Jes <br />in non-structural o:rnamental features. <br /> <br />Mayor Majerus opened the public hearing at 7:37 p.m. She said she received a <br />communication fran Historic Preservation Ccmnission chairperson Mary Gass, <br />who irrlicated she approved this designation. <br /> <br />Mr. Joe Edwards, 6309 ~n, said it was in'portant that the University <br />City part of Parkview became an historic district arrl receive the same pro- <br />tection the st. IDuis part of Parkview already has. He said the neighborhood <br />is very supportive of this action. <br /> <br />Mr. Rarrly Lipton, 6355 Wat.eJ:man, speaking on behalf of the Parkview agents, <br />said they fully back this designation. several notices were issued to Park- <br />
