Although it CXJSts al:xJut $100,000, he felt the
program was extremely worthwhile.

10. D?nDlition. Mr. Price felt it was very i.nportant to allocate nx:mey for
this. Mayor Majen1S said she was not owosed to 1:akirxJ nx:mey fran eontinJen-
c:y, but the demolition must be acx:::c:l1plished within legal parameters, am it
sometimes seemed to take an extremely IOn;} tilTle to get an eyesore torn down.
Mr. Ollerrlorff said a buildIDl has never been left starrli.rq because the City
had no Ironey to denolish it; on the other ham, the City exhausts all avenues
to try to get the owner to do it. After exten:led (I; r:::r!IlSSion, it was decided
to budget $4,000 for denolition.

11. Restitution. Mayor Majen1S said although she ~rte.d the restitution
program, she was owosed to City tax nx:mey beinl used, am that COW1Cilmem-
berg had not fulfilled their pledge to eadl other to work on dJtainin1 CXJn-
tributions fran the business CCll'lUTIUIlity. Mr. Price st.rorgly disagreed, adding
that University City residents or businesses would be the recipients of these
funds, am that it was at least as inportant as UCRS, a fax mad1ine, or new
carpetinl. Mrs. Schuman suggested the City is reapinl sane benefit fran the
program, am pertlaps an arramt that may be matched to CXJntributions fran the
business cxxmnunity could be available. Mayor Majen1S said it would benefit
businesses to help in this program since they not only get a tax deduction
but also ga.D1er positive publicity. Mr. Ollerrlorff p::>inted out that no one
has yet appealed to City businesses to help get this program started. Mayor
Majen1S said if the city starts the program, the businesses will look on it
as a City program am feel no obligation to make it a success. She suggested
tryinl to get the businesses involved first, then look at the program midyear
to see how it is doinl. Mrs. 'lharpson disagreed am said the City could af-
ford to put in seed Ironey. Mr. Wagner felt Mrs. Schuman's idea was excellent
am moved that the City allocate up to $1,000 to be used as match:in1 funds.
Mrs. 'lhonp;on secorded the notion. '!here was discussion al:xJut whether to
make this a line item, am it was decided it should not be. All voted Aye.
Mr. Schoomer said he believed he could dJtain the first $1,000.

since Council's work on the budget is cc.I'lplete, holdIDl the sdleduled budget
meetinl on May 20th was deemed unnecessary, am that meetinl was canceled.

EXEClJI'IVE SESSION

Mr. Schoomer moved that eouncil meet in executive session at 9:22 p.m. this
date in the E.O.C.
