<br />Session 1568, Minutes <br />May 4, 1992 <br /> <br />Page 3 <br /> <br />Mayor Majerus opened the public heari.n3' at 7: 40 p.m. <br /> <br />Mr. Joseph Eigner, 6802 Waterman, said one of the key recommendations made by <br />the Task Force for Resource Conservation was the appoinbnent of a recycli.n3' <br />director who would work within the Public Works Department. He asked that <br />next year's budget include that position, which he felt was essential for a <br />smooth transition to an exparrled recycli.n3' program. It would also enhance <br />the city's chances of getting back same of the noney bei.n3' paid to the state <br />arrl county in tipping fees. Mayor Maj erus noted she received a letter today <br />from the Department of Natural Resources which irxlicated they have received <br />close to $15 million in tipping fees, none of which has yet been disbursed <br />because of an i.mpen::ting court case. <br /> <br />Mr. Alex Feldman, 1233 Backer, asked the City to consider hiring a profes- <br />sional geriatric social worker in order to enhance the kirrl arrl number of ac- <br />tivities taking place at the senior center. Also, he said it was time to re- <br />furbish the community center as it was getting somewhat shabby. <br /> <br />Ms. Gwen Bueckendorf, Connnunity Partnership of University City, 8630 Olive, <br />said she was representing the Middle School Recreation Proj ect. She said <br />sm:veys were conducted at Brittany Woods arrl McNair Middle School to find out <br />what kinds of activities children this age like to do in their free time, re- <br />sulting in the Project committee fonning an athletic subcommittee arrl a clubs <br />arrl events subcommittee. She described the activities that will take place <br />this sununer. Because of the broad scope of the project, she asked Council to <br />give it high priority in next year's budget, noting there will be positive <br />ramifications for University City if it is a success. In response to Mayor <br />Maj erus, Ms. Bueckendorf said she would send Council a copy of the sm:vey. <br /> <br />*Mr. Price arrived at this time. <br /> <br />Mayor Majerus closed the public hearing at 7:50 p.m. <br />SITE PIAN - 8107 OLIVE <br /> <br />'!he City Manager recorranerrled approval of a site plan for restaurant use at <br />8107 Olive, with the following conditions: <br /> <br />1. Paint out or othe:rwise rerrcve the stripi.n3' for the parking stalls along <br />the west side of the site. <br />2. Repair the fence arrl the gate at the trash enclosure. <br />3. Provide a parking space, entrance ranps arrl toilet facilities that meet <br />standards for access by physically handicapped persons. <br />4. Signs shall confonn in all respects with the provisions of the Universi- <br />ty City Sign Code. <br />5. landscaping shall be maintained in accordance with site plan, replacing <br />any plants that die. <br />6. At no time shall carry-out food sel:Vice become a significant portion of <br />the business. If the owner or operator of the restaurant desires to op- <br />erate a carry-out restaurant or otherwise provide carry-out food sel:Vice <br />as a significant portion of the business, an application for a Condi- <br />tional Use Pennit must be submitted as required by Section 34-65 of the <br />
