All of the houses have <br />large spaces between them, but that would not be tru.e with the subdvision. <br />In addition, several lovely and large old trees would be lost. She urged <br />Council to remember the Comprehensive Plan, which stresses strongly the im- <br />portance of preserving University City's beautiful residential neighbomoods. <br /> <br />Mr. William Peniston, 7360 Westmoreland, the resident iJmnediately west of the <br />proPerty in question, said the few lots on the block that are swlar in size <br />to the smallest subject lot are not in the center part of the block where the <br />subject property is. He felt putting two small lots in the center of the <br />block would have a negative effect on the entire block. <br /> <br />Mrs. Schuman noted that the Plan Cormnission had extensive hearings on this <br />issue in January, Februro:y and April, and all three times recommended denial <br />of this sul::di vision. She then moved that the Council uphold the Plan Cormnis- <br />sion's findings and deny this proposal. Mr. Adams seconded the motion, which <br />carried unanimously. <br /> <br />OJNDITIONAL USE PERMIT - 6847 OLIVE OOmIEVARD <br /> <br />'Ihe City Manager concurred with the Plan Camnission reconunendation to approve <br />the restaurant expansion at 6847 Olive subject to the following conditions: <br /> <br />1. Off-street parking for not less than 27 automobiles shall be provided. A <br />ten foot transitional yard, buffer strip shall be installed between the <br />north and east sides of the added parking area and abutting residential <br />properties. Paving, striping, buffers and retaining walls shall be com- <br />pleted no later than October 30, 1992. <br />2. A detailed landscaping plan shall be submitted to the Director of Plan- <br />ning for his review and approval. Iandscaping shall be installed and <br />maintained in accordance with the approved plan. <br />3. Adequate refuse diSPOSal shall be provided by and for the business. out- <br />door storage of refuse containers shall be approved by the Director of <br />Planning . <br />4. An exhaust system shall be installed and maintained or other means shall <br />be taken to prevent food preParation odors or cooking odors fram being <br />readily perceptible beyond the lot lines of the property on which the <br />restaurant is located. <br />5. Hours of operation shall be lwted to the hours between 11 a.m. and 11 <br />p.m. <br /> <br />Mr. Price moved approval, including all conditions. Mr. Adams seconded the <br />motion. Mrs. Schuman noted that the applicant has nm this successful busi- <br />ness for 15 years, and all are pleased at this expansion.
