session 1565, Minutes
March 16, 1992

Page 10

pennitted within the drip line of the trees," am c::han;Jirg 30 feet to 25 feet
in the last sentence. Mrs. '!harp:;on secon:ied the IOOtion. Mrs. Schtnnan moved
to amern the IOOtion by requirin:J 15 feet of transitional yard on each side,
am a :mi.n.in1um of 9 feet transitional yard (if Code parJdn;J requirements are
met) at the rear. She hoped the synagogue \t.1OUl.d never need 1l'Ore parJdn;J than
the City has asked them to provide TY:M; however, shoold it be necessary to
develop additional spaces at the rear, sane of the 25 foot larrlscaPed area
must be used for parJdn;J. Mr. Goldman pointed out that the current layout
maximizes use of the site (buildirg am parJdn;J) am if Council requires 15
feet of transitional yard at the sides, the buildirg must then be smaller.
In response to Mr. Price, Mr. zimbalist said 26 parJdn;J spaces was 1l'Ore than
enough. He also said the buildirg was designed to maet current am future
needs of the congregation. Mr. Schoaner said requirirg a 15 foot transition-
al yard means there can be no increase in parJdn;J spaces beyom that already
set. Mr. Price secorxled. Mrs. Schtnnan' s amenjment. Mr. Wagner asked if that
was canpatible with the 20 required parJdn;J spaces. Mr. Goldman thcught it
would work; however, the real problem is that when the potential parJdn;J is
laid out, the 15 foot transitional yard reduces the arramt of parJdn;J or the
buildin:J or both. Mr. zimbalist said 20 parJdn;J spaces meet YOl.1n;J Israel's
needs, am the architect says the transitional yard desired can be provided
with that rnnnber. He also remirrled Council that there will be a six foot
high sightproof fence which hides all parJdn;J fran the east, west am north.
Mr. Price called the question on the amenjment. All voted Aye except Mr.
Schoamer, who voted Nay. '!here was additional c;H !::l"!USSion about how to aexxxn-
m::x3ate 1l'Ore parJdn;J shoold it be needed. Mr. Baron came forward am recapped
what was proposed at the Plan Canmission meetin:J-11 parJdn;J spaces on the
west side of the property to be left green, am a total of 28 spaces on the
site, with a potential ma.xil1'P..nn of 39 (with 39, the transitional yard is 12
feet on each side arxl 9 feet in the rear). '!he architect, Mr. John Pfaff,
said that was correct. Mr. Baron said the 15 foot transitional yard require-
ment proposed by Mrs. Schtnnan would make it i.np:>ssible to install 39 parkin:J
spaces (one for each four fixed seats). Mr. Schoaner said if a limit of 26
spaces is set, that means the rnnnber of fixed seats must be reduced; however,
Mr. Baron said that would be tru.e only if the transitional yard requirement
was i.np:>sed. After further disalSSion, Mr. Price said it seemed as if Coun-
cil was trying to design a site plan rather than setting parameters arxl then
letting YOl.1n;J Israel representatives arxl the Planning staff work out the de-
tails. Mr. Adams pointed out that parkin:J requirements set TY:M may not be
adequate if there is a different use for this property in the future. Mr.
Schoamer then moved to table, arxl Mr. Wagner secon:ied the IOOtion. All voted
Aye except Mrs. Schtnnan arxl Mayor Pro Tern Adans, who voted Nay.

SITE PIAN - 6818 CHAMBERIAIN

Mr. Goldman said denial was recc:mnen1ed of a site plan for 6818 C1amberlain
since the proposed house does not fit in with the prevailing pattern of other
homes in this area, both as to height arxl size as well as roofline arxl layout
on the lot. It also is not in keeping with the adjacent historical stru.cture.
He said the applicants had not supplied evidence to support their request
that the Council grant the deviation fran the starxlards of Section 34-39. 3e.

'!he applicants, Mr. arxl Mrs. Hal:Vey Jones, Jr., 6834 C1amberlain Court, came
