<br />Session 1565, Minutes <br />March 16, 1992 <br /> <br />Page 5 <br /> <br />Mr. Jim Hoskins, 8012 Amherst, representirg Blcx::k Unit 1144 (7900 am 8000 <br />blocks of Amherst) said the Unit does not want the c::orrli.tional use pennit is- <br />sued because it will destroy the character of the neighborl1ood. <br /> <br />Ms. Patricia Hennessey, 8037 Delmar, said she am her husl::>arxi are q:posed to <br />razirg the banes on the lots where Young Israel wishes to J:ui.ld its synagogue <br />on a residential blcx::k. She said parkirg arrargements do not confonn to Zon- <br />irg Code requirements, am will not be adequate for a later use if the con- <br />gregation outgrows the st.n:lcture. Also, the transitional yards are not as <br />deep as required. She said the Zonirg Code is suwosed to protect neighbor- <br />hood property values, am the City eounc:il is responsible for its enforcement <br />She called attention to the fact that a sewer line I'lUlSt be relocated, am <br />said every aspect of that should be explored before approval is given. <br /> <br />Ms. SUsan B. Bergman, 8106 Gannon, said she was surprised at the Plan canmis- <br />sion's 4-2 vote on this matter, especially after Plannirg Director Al Goldman <br />pointed out the critical facts about to this proposal, i.e., "the lot is not <br />large enough to SUWOrt the desired developnent, provide adequate parkirg nor <br />adequate screenin:J or bufferirg." She said she am many others have had to <br />confonn to the Zonirg Code, am wanted to know why this was not required of <br />Young Israel. She asked eounc:il not to concede parkirg am zonirg variances <br />to this group, am not to ignore the City's required zonirg restrictions. <br /> <br />Mrs. Inez S. Moore, 8109 Delmar, said she q:posed the J:ui.ldirg of a synagogue <br />at the proposed location because the site is too small am the constnlction <br />would ruin the residential character of the neighborl1ood. <br /> <br />Ms. Ieslie R. Pack, 8114 Gannon, said she was q:posed to this project because <br />of concern for the School District, suggestirg that families might m:we out <br />of University City if this synagogue is J:ui.lt. <br /> <br />Mr. Richard Pack, 8114 Gannon, said his qp:lSition was three-pron;Jed: legal, <br />economic am enotional. Residents have been held in strict compliance with <br />University City codes, am that should also apply to Young Israel. He was <br />concerned about the sewer relocation, which families in the in1mediate area <br />would have to errlure. He also felt property values would decline rather than <br />increase am the area may becane II'IOre homogeneous than is desirable, addirg <br />that many m:wed to University City because of its ethnic am cultural diver- <br />sity. His neighbors were concerned about dem:>lition am the loss of tax rev- <br />enue. He pointed out that rrost Young Israel children atterrl private schools, <br />resultirg in less SUWOrt for the p..1blic schools. Also, no mention was made <br />of the current synagogue' s fate am the effect its abarxiornnent will have on <br />that neighborl1ood. He said people in the area of the proposed synagogue are <br />frightened am concerned about their homes am neighbortlood. He urged Coun- <br />cil to vote no. <br /> <br />Ms. Tania Wiseman, 8038 Gannon, said her neighbortlood is beautiful as is, am <br />she wants it to stay that way so property values are preseI:Ved am protected. <br />She said the proposed constnlction will cause the denK>lition of tax-yieldirg <br />residences, the destruction of century old trees, am an irrlete:nninable peri- <br />cd of constnlction noise, dust, mud am safety hazards for neighborl1ood chil- <br />dren. She was also upset that the three homes west of the site will be seg- <br />
