He added that the contingency acx::ount of $30,000 has been <br />used completely, in addition to $11,000 from prior years' revenue. <br /> <br />Mr. Wagner moved approval of the budget transfers. Mr. Adams secorrled the <br />motion, which carried unanilrously. <br /> <br />PERSONNEL REroRl' <br /> <br />'!he Personnel report for the week errling February 22, 1992, was received am <br />ordered filed. <br /> <br />CITIZEN cn1MENTS <br /> <br />Mr. Stanley Harris, 640 Vassar, was very concen1ed about the large number of <br />new tax issues being ProPO:Sed for st. Louis area citizens, saying he felt <br />many people could not afford any new taxes. In regard to the report from the <br />Task Force on Resource ConseI:Vation, he ccmnen:led the group for all the work <br />they did but questioned the marrlatory provision, suggesting the City did not <br />have the necessary enforcement capability to carry that through. He felt the <br />City's current recycling program was gocx:l am could be increased on a volun- <br />tary level, am that residents should not be asked to pay more money for a <br />marrlatory program. <br /> <br />Mayor Majerus said copies of the Task Force report will be available to read <br />in the Public Library. She noted that the report will not be implemented in <br />the next few weeks, but is long range planning that will be studied in great <br />detail before any changes are made. <br /> <br />Mr. Adams said the state Isgislature has marrlated that refuse going to the <br />lamfill must be reduced 40% by 1998, am there will be insPectors at the <br />state level ensuring that improper items do not go into the larrlfill. He <br />said any state-i.nposed fines on cities for infractions will have to be paid <br />by the residents of those cities. He noted that the state marrlate was the <br />reason the Task Force was created in the first place. He did not believe <br />such a comprehensive program could be done on a voluntary basis because the <br />level of participation would be too low. <br /> <br />Mr. Lee A. Tyson, 7347 Trenton, said he was upset about remarks attributed to <br />the Mayor in SUrrlay's Citizen Jomnal in response to Mrs. '!hompson's state- <br />ment that she might not support the school tax increase unless she got cer- <br />tain infonnation from the School Board. He said Mrs. '!hompson was resporrling <br />to a request from his wife am himself, am they felt the Mayor's response <br />was not appropriate. <br /> <br />Mrs. Marian P. Tyson, 7347 Trenton, said she was enraged when she saw the <br />newspaper article, am that an elected official does not have the right to <br />tell another elected official what to say. She saw nothing wrong with Mrs. <br />
