Repair parkin;1 area pavement am sealc::oat am restripe parkin;1 stalls for
entire upper level parkin:J lot, with work cx:upleted by June 15, 1992.
2. Re1rove all furniture, bedOing, clothi.rg am other items left on the site
includin:1 the areas arourrl their sign on Olive by 10:00 a.m. of each day
Momay through Friday excludin:1 holidays.
3. No expansion into other parts of the buildirq shall be pennitted without
the express approval of the City Council.
4. Except for the tenp:>rary storage of unsolicited "donations," no part of
the premises shall be used for the collection, storage, or sale of any
used or new merchan:lise without the express approval of the city Council.

Mr. Ollerrlorff noted that approval should include recognition that this is a
non-profit agency, but because they will lease rather than own the building,
it will remain on the tax rolls.

Dr. Fred Spencer, Director of Missouri Gcxx:lwill Irrlustries, cama forward. In
response to Mr. Adams, Dr. Spencer said Gcxx:lwill will rent part of the build-
i.rg am has no intention of purchasi.rg it. Mr. Adams IOOVed approval with all
corxlitions, am Mr. Price secon::1ed the notion.

Dr. Spencer said Corxlition #1 POSed a problem in that Gcxx:lwill did not have
the resources to pave the parkin:J lot, in addition to the fact that they are
only renters. He felt the owner should be required to do this work. Mr. 01-
lerrlorff did not believe the City could designate who would do the iJrprove-
ment, however, it could specify that the property may not be occupied until
the work is done.

Mr. Wagner asked for a description of the parkin:J lot. Mr. Ollerrlorff said
the lot had cracks am holes, the stripi.rg was wo:rn away, am while complete
repavi.rg was not necessa:ry, fairly extensive repairs were needed.

Resporxli..rq to Mrs. '!hClllpSOn, Dr. Spencer said a sign will be posted at the
lot entrance to infonn people this is not a drop-off site for donations.

Resporxli..rq to Mr. Adams, Dr. Spencer said the owner has not been approached
about repairi.rg the parkin:J lot since he has been out of town. Mr. Ollen-
dorff said eventually the parkin:J lot repairs must be done, so perhaps the
owner could be convinced to do it now. Mrs. Schuman agreed, addi.rg this sit-
uation is similar to horreawners who must bri.rg their property up to code be-
fore occupyi.rg, renti.rg, etc. Dr. Spencer pointed out that the entire lot is
ve:ry large, but Gcxx:lwill needs only 7-10 spaces am the part of the lot they
will be usi.rg does not need repair.

*Mr. Schoaner arrived at this tilne.

Mr. Drew Tulchin, 6623 Kingsbu:ry, asked to address the Council.
