Session 1560, Minutes
January 6, 1992

Page 7

Mr. Wagner noted the mechanism for petitionir'g is already part of the ordi-
nance, and the amerrlment would sin1ply build on that.

Mr. Adams asked if separate petitions are required for each business needing
parkin;J permits or if it all had to be done at once. If done separately, he
did not feel that would be a good. use of Council time.

Mayor Majerus said it seemed the amendment was not clear, and she asked Mr.
Wagner to either withdraw it or that Council vote to defeat it.

Ms. Paula Rowley, 2707 Chippewa, an ercployee of A Olt Above, said she felt
Council should accormnodate ercployees who \YOrk eveni.rgs at the center and need
a safe place to park by allowing them to have permits.

Mr. Maurice Williams, proprietor of williams Rlannacy, 7010 Pershing, did not
understand why Council was considering making this ordinance pennanent when
at present there did not seem to be a parkin;J problem. He pointed out no
residents were present to corrplain about parkin;J, and he did not believe many
parkin;J tickets were issued recently. He suggested that nothing be done for
now until it is known what effect the new restaurant will have on parkin;J.

Mrs. Schuman said it was agreed when the trial period was put into effect
that at its completion, the problems would be examined from the viewpoint of
both the residents and the businesses, and she wished to be certain that was
takin;J place. She felt, however, there were too many problems in interpret-
ing the amerrlment in its present fom.

'!he roll call vote on this amendment was as follows: AYES: Councilmember
Wagner. NAYS: Counci1mernbers Schuman, Schoomer, 'Ihorrpson, Price, Adarn.s, and
Mayor Majerus. '!he motion failed by a vote of six to one.

Mr. Schoomer then moved that Bill No. 8045 (as amerrled) be adopted as an or-
dinance. Mrs. Schuman seconded the motion. Mr. Ollendorff noted that Coun-
cil could approve this bill to continue with the permit system; if the bill
is defeated, the permit system is eliminated. After further discussion, the
roll call vote was as follows: AYES: Councilmernbers Schuman, Schoorner,
Adarn.s, Wagner, and Mayor Majerus. NAYS: Councilmernbers '!horrpson and Price.
Bill No. 8045 (as amerrled) became Ordinance No. 5835.

Mrs. Schuman said she wanted to move fo:rward in \YOrking with the businesses
in the center to find a solution to some of the specific issues raised this
eveni.rg, and she was pleased Mr. Schoomer volunteered to help.

BILL FOR SECDND AND 'IHIRD READINGS

BILL NO. 8047 - AMENDING OJAPI'ER 14 MUNICIPAL OODE REIATING 'IO ~GE, REF-
USE, AND WEEDS BY REPEALING SECrION 14-12, AND ENACI'ING IN LIEU 'lHERIDF A NEW
SECI'ION 'IO BE J:<NOON AS "SECI'ION 14-12.
