<br />Session 1560, Minutes <br />January 6, 1992 <br /> <br />Page 6 <br /> <br />Mr. SchCXJI'ller moved defeat of this bilL Mr. Price secorrled the motion, add- <br />ing that the bill had some deficiencies; however, as a result of it, some <br />very solid suggestions will be put forth at the joint School Board-city Coun- <br />cil meeting. Upon roll call, the following vote was recorded: AYES: Coun- <br />cilmembers Price, Adams, Wagner, Schuman, Schoomer, '!hCllpSOn, am Mayor Ma- <br />jerus. NAYS: None. Bill No. 8042 was defeated. <br /> <br />Mr. Couglas Arrlers, 7516 Stanwoc:d, representing the Seki Corporation, apolo- <br />gized for being late, am was infonned that the liquor license application <br />for the Seki Japanese restaurant was approved earlier. <br /> <br />Mayor Majerus acknowledged special guests at the meeting-members of Boy <br />Scout Troop 102 who are working on a merit badge in government. <br /> <br />BILL NO. 8045 - AMENDING CHAPlER 21 MUNICIPAL roDE RElATING TO IDIOR VEHICLES <br />AND TRAFFIC BY AMENDING SECI'ION 21-6.2 PRJVIDING FOR A RESIDENTIAL PARKING <br />PERMIT. BY EXCllJDING '!HE TIME LIMITATION OF SUBSECI'ION (13). <br /> <br />Mr. Tony Anselmo, operator of A cut Above, 381 N. Big Berrl, asked to address <br />the eounciL He felt the residential parking pennit matter has been looked <br />at more from a residential, rather than a business, viewpoint. He noted that <br />two restaurant-bars had closed since the shopping center was renovated, per- <br />haps due to lack of parking, am now a new restaurant was to OPen. He hoPed <br />the city am Washington University, the new owner of the center, will contin- <br />ue the acconunodations made earlier. He asked Council to do whatever possible <br />to help the businesses in the center, am especially employees who may firrl <br />it difficult to park. <br /> <br />Mr. Wagner moved the following amendment: to add "block of a" between speci- <br />fied am street in Section 1. (1); change the word "street" to "block" in (1) <br />a. ,b., am c.; am add "block of the" between the am public in (2). Mr. <br />Price secorrled the motion. Mrs. Schuman said she urrlerstoc:d why Mr. Wagner <br />wanted these changes, but felt it made the ordinance more restrictive than it <br />should be. '!he roll call vote was as follows: AYES: eouncilmernbers Price, <br />Adams, Wagner, Schoomer, 'Ihompson, am Mayor Majerus. NAYS: eouncilmember <br />Schuman. '!he amendment was approved, six to one. <br /> <br />Mr. Wagner than moved to add the following sentence to Section 1. (7): "Addi- <br />tional transferable visitor pennits may be petitioned by the residents for <br />the use of specified fulltime employees of adjacent businesses." Mr. Price <br />secorrled the motion. Mr. Wagner said this change would allow the residents <br />to help ease parking problems for fulltime employees in the center. <br /> <br />Mr. Adams asked if this meant an irrlividual resident or the area as a whole, <br />am how many pennits would be allowed. It was detennined to be irrlividual, <br />am would require residents to petition the City Council to allow named em- <br />ployees to have parking stickers. Mr. Adams said he was opposed. <br /> <br />Mr. SchCXJI'ller said he syrcpathized with what Mr. Wagner was trying to do, but <br />felt the amendment wording was not clear or specific enough. He suggested it <br />be defeated am then he am Mr. Wagner would work together to try to firrl a <br />solution. <br />
