<br />This Advisory Board will present the City Council with its thoughts on the tools and best <br />practices available for development, the opportunities for collaborations and alliances for <br />economic progress in the city, and will provide data and analyses to support its <br />recommendations; <br /> <br />This Advisory Board will develop its own procedure for accomplishing its work, which will <br />include developing and adhering to a Conflict of Interest policy for its members, a policy <br />which will be reviewed by and may be amended by the City Council; and <br /> <br />This Advisory Board will follow the open meetings and records laws of the State of <br />Missouri; and <br /> <br />This Advisory Board will be citizen led and directed, although the City Council will have <br />one of its own serve as liaison to the Board, and all members of the Council and the public <br />shall be welcome to attend and observe its meetings; and <br /> <br />This Advisory Board shall have the option of meeting at the Heman Park Community <br />Center which shall be made available for meetings; and <br /> <br />This Advisory Board, upon completion of its work, will present a White Paper setting forth <br />the options for economic development and redevelopment in University City, realizing that <br />its work is not public policy, but is designed to present suggestions which the City Council <br />mayor may not choose to act upon. <br /> <br />BE IT FURTHER RESOLVED THAT <br /> <br />This Advisory Board may designate possible sites for development, will advise the Council <br />of those sites, and the Council may then request that the City Manager direct his staff to <br />develop a plan for the development of the site; and <br /> <br />This Advisory Board will be called back to review and comment on this plan, if such plan is <br />presented after the 6 months of its life; and <br /> <br />This Advisory Board will also be called back to review and comment on the Draft Revision <br />of the Comprehensive Plan of University City, the revision work on which begins in May <br />2004. <br /> <br />Adopted this third day of May, 2004. <br /> <br />I hereby certify that the above is a true excerpt from the minutes of the meeting of the City <br />Council held on the third day of May, 2004. <br /> <br />City Clerk <br /> <br />2 <br />
