Regular Meeting <br />February 14, 2005 <br /> <br />kind of change looks like “architectural plastic surgery.” He asked if the City had any <br />oversight as relates to precedent and plan? What will happen to the rest of the block <br />and to other blocks? He cautioned the Council to consider what comes after and what <br />kind of City we want. <br /> <br />Mr. Wagner thanked everyone for coming out to voice their concerns and recapitulated <br />some points made this evening by various speakers. Preservation of the neighborhood, <br />that is in terms of property value, water drainage, tree population, a number of other <br />items – these are in the comprehensive plan. It is one of our guiding principles. Mr. <br />Holtzman has said he would meet with the neighbors and Mr. Wagner is glad to hear <br />him say that. He said that he will be anxious to hear from the neighbors what they hear <br />from Mr. Holtzman and if they can come to some sort of agreement. He also personally <br />would like to visit some of the sites which have been done by this company where they <br />can demonstrate some tree preservation. We all heard about that tonight. Also tonight <br />we have heard conflicting opinions of these restrictive covenants from professional legal <br />experts which raises quite a question in his mind. He doesn’t understand the need to <br />hurry into this tonight, especially since there needs to be more answers given to the <br />Council. He agrees with Mr. Sharpe’s suggestion and will move to table this issue <br />tonight. Ms. Brot seconded the motion, which passed unanimously. <br /> <br />Mr. Sharpe said he hoped the developers will meet with the neighbors before the next <br />meeting when this issue comes up again. The prudent thing to do is to meet with the <br />neighbors. <br /> <br />BILLS FOR INTRODUCTION <br /> <br />1. Ms. Welsch introduced Bill No. 8757: <br /> <br />AN ORDINANCE AMENDING CHAPTER 10.44.010 OF THE MUNICIPAL CODE <br />PARKING PROHIBITED ON CERTAIN STREETS AT ALL TIMES, THEREBY <br />AMEDNING SAID SECTION SO AS TO PROHIBIT PARKING AT ALL TIMES <br />ON PORTIONS OF DELMAR BOULEVARD, COTAINING A SAVINGS CLAUSE <br />AND PROVIDING A PENALTY. <br /> <br /> The Bill was given its first reading. <br /> <br />2. Mr. Sharpe introduced Bill No. 8758: <br /> <br />AN ORDINANCE AMENDING CHAPTER 10.20.040 AND 10.20.060 OF THE <br />MUNICIPAL CODE RELATING TO THIRTY MILE PER HOUR LIMIT ON <br />CERTAIN MAJOR THOROUGHFARES, AND THIRTY-FIVE MILE PER HOUR <br />LIMIT ON CERTAIN MAJOR THOROUGHFARES, RESPECTIVELY, THEREBY <br />AMENDING SAID SECTIONS SO AS TO CHANGE THE SPEED LIMIT ON <br />DELMAR BOULEVARD FROM RESPECTIVELY, FROM THIRTY-FIVE MILES <br />Page 14 <br /> <br />
