Regular Meeting
February 14, 2005

PER HOUR FROM HANLEY ROAD TO 1-170; CONTAINING A SAVINGS
CLAUSE AND PROVIDING A PENALTY.

The Bill was given its first reading.

RESOLUTION

1. Planned Development Rezoning Amendment -6668 Vernon

Ms. Colquitt introduced this Resolution which is the companion legislation to Ordinance
number 6527. Ms. Brungardt seconded, and the Resolution was approved unanimously.

COMMENTS

Ms. Colquitt commented upon some items introduced by Mr. Dockett earlier in the
meeting, specifically Community Block Grants. She reported that she recently attended
the National Black Caucus, in association with National League of Cities, in New York
where they determined to focus upon community block grant money. As a matter of
information, she said she would share information to be received from these groups.
The president has proposed a new initiative which combines eighteen direct grant
programs, including CDBG, into one with an economic development administration. At
$3.7 billion the new program which combines eighteen programs is nearly $1 billion less
than the CDBG program alone. For the previous budget year, funding for all eighteen
programs totaled about $5.3 billion. CDBG by itself totaled just over $4.7 billion in 2004.
She urged other Councilmembers to send letters to Congress expressing opposition to
the president’s proposed change and requesting that he leave the formula as it is. She
will provide additional information about other priorities, too. As National League of
Cities will meet next month in Washington and there will be a City Lobbying Day on the
th
March 15, where local leaders will carry the municipal messages to Congresspersons,
this is one issue they need to know we do not agree with.

Ms. Welsch said that she would like to support Ms. Colquitt in that. She hopes that we
can write the appropriate letters to our congressmen, senators and anyone and
everyone else. Mayor Adams commented that “this is only the tip of the iceberg and
there is more to come.”

Mr. Sharpe wished Happy Birthday to Councilmember Colquitt on behalf of the entire
City Council

ADJOURNMENT

Mayor Adams said the next regular meeting of the City Council will be held on Monday,
March 7, 2005 at 6:30 P.M. The meeting adjourned at 8:20 P.M.

Page 15
