Regular Meeting <br />March 7, 2005 <br /> <br />ENACTING A NEW OFFICIAL ZONING MAP SO AS TO CHANGE THE <br />CLASSIFICATION OF PROPERTY AT 8041 OLIVE AND 8081 OLIVE AND 1214 <br />HAFNER FROM GC-GENERAL COMMERCIAL DISTRICT TO PD-M PLANNED <br />DEVELOPMENT MIXED USE; AND ESTABLISHING PERMITTED LAND USES <br />AND DEVELOPMENT THEREIN; CONTAINING A SAVINGS CLAUSE AND <br />PROVIDING A PENATLTY. <br /> <br />The Bill was given its first reading. <br /> <br />COMMENTS <br /> <br />Ms. Welsch said she wanted to refer back to Ms. Borg’s comment of earlier this <br />evening, but she would defer to her colleague, whom she thought had forgotten, Ms. <br />Brot, who said she did not know this was the point at which she should speak. Then she <br />said when the Council was presented with the rate increases back in October she was <br />working full time and it was a huge document and she failed to notice that the rates <br />were going up to such an extent for senior citizens. Possibly they went up higher than <br />they did for non-senior citizens proportionally, but perhaps the senior rate was too low. <br />She said she knew the Council had passed it, but at this point she wondered if the <br />Council could provide scholarship help, which we say we have, to seniors, either to <br />individuals or to husband and wife, if it is too much for seniors to afford this increase. <br />Likewise, if there are other low income families who are not as old as seniors, she <br />would like to see them able to utilize scholarship to help pay for this. She also heard <br />tonight someone mention allowing residents to pay the yearly rate in installments. <br />Perhaps it is being done now, but if it is not, it might ease the situation. <br /> <br />Next she said she believed in helping seniors find exercise as fun. When she was in <br />charge of disease prevention and health promotion for senior citizens in four counties, <br />everything read said seniors “should not just sit and eat day old bread from St. Louis <br />Bread and play Bingo all day.” All of us need to move around and she supports more <br />programs designed for senior participation. Exercise is one of the most important needs <br />and she addressed the City Manager, saying “she hopes we can do all that we can to <br />make it easier for seniors to pay for this.” <br /> <br />Finally, she commented that Ms. Borg and she both noted a rate in the latest fees <br />schedule which included both pool and recreation facility and that one could not be <br />purchased without the other, while in the October schedule of rates they could be <br />purchased separately. She then asked Mr. Ollendorff if he could let them know it was <br />over-simplified in the most recent chart and that Ms. Borg does not need to worry that <br />she will be forced to use or pay for a pool that she is not going to use. <br /> <br />Mr. Ollendorff said he could respond to one part of her questions, but he needed to <br />obtain additional information to answer the rest. Regarding her last comment, what is <br />presently offered is either a combined pass for everything: pool, fitness, natatorium – <br />Page 15 <br /> <br />
