Regular Meeting
March 28, 2005

The Bill was given its first reading.

COMMENTS

Ms. Welsch pointed out to her colleagues that Bills these days reflect multi-family
dwellings becoming condominiums, which says a lot for the desirability of living in
University City and she knows it is a benefit for the City, but she hopes when the
Council begins to discuss development, following the report from the Economic
Development Board, that the Council discusses ways to encourage this development
while still maintaining a good stock of rental housing for residents who cannot afford
condominiums. She hopes that the economic diversity of University City can be
maintained, while respecting the market forces in that area.

Ms. Brot thanked the City for sending her to a Planning Meeting in Kirkwood and to their
tour. She saw apartments, condominiums and town houses at the site formerly
occupied by Target in all different levels of pricing, plus three restaurants in the bottom
and with a plaza in front.

Additionally, she commented to the City Manager that she served on another board
where enough attention was not paid to the auditor’s report and they did not really
understand it. She referred to an item in this week’s Councilmember’s packets about
auditor’s comments. Since it has come to the attention of the City Council, she asked
that the topic be addressed in a Study Session meeting because she wants complete
understanding of this issue.

Finally, she mentioned Screenz, a project under development. She hopes the City
Council will be able to vote on a conditional use contract in May. This is a reminder and
a comment that the Loop needs more than just restaurants. She shared her enthusiasm

for the undertaking.

Request to go into Executive Session

Mr. Wagner moved and Mr. Sharpe seconded a motion to go into Executive Session
immediately following this meeting as provided by Missouri Statute 6.10.021, paragraph
1, 2 and 3, which is legal, real estate, and personnel.

The Roll Call vote was as follows: AYEs: Ms. Colquitt, Ms. Brungardt, Mr. Wagner, Ms.

Brot, Ms. Welsch, Mr. Sharpe and Mayor Adams; NAYs, none.

Adjournment

The next regular meeting of the City Council will be held on Monday, April 11, 2005 at
6:30 P.M. in the City Council Chambers. The meeting adjourned at 8:20 P.M. There is
Page 25
