Regular Meeting <br />March 28, 2005 <br /> <br />Mayor Adams called on Mark Boesdorfer, 2937 Old Rochester Road, Springfield, <br />Illinois, to speak next, but he was superseded by Larry Quinn, 2937 Old Rochester <br />Road, Springfield, Illinois, who identified himself as the owner of the development <br />company that is building stores for Advance Auto Parts. Advance Auto Parts hire <br />employees locally and set high standards for their operations and their management. <br />He came to answer any questions. <br /> <br />Richard Dockett, 6844 Crest Avenue, described his association with the developers and <br />said they discussed details of concern to the Roth Neighborhood Association. He <br />mentioned a fence in disrepair and the need to enforce the code relating to its conditon. <br />His group was concerned about whether the entrance and exits to the proposed project <br />would be from the Olive side where Advance Auto Parts will be located and not on the <br />Bartmer side, next to one resident’s bedroom and blocking her garage. They <br />determined this will not be a problem because it is not part of the vacated property. Mr. <br />Dockett said the way these developers interacted with residents could serve as a model <br />for other developers who want to work in University City. He offered full support for the <br />project on behalf of his association and commended Councilmembers Colquitt and <br />Sharpe for their roles in this project. <br /> <br />Mayor Adams declared the Public Hearing closed at 6:40 P.M. <br /> <br />Ms. Colquitt asked about a fence mentioned by Mr. Dockett and Mr. Quinn responded <br />that he wanted to erect a new fence with privacy features to disguise junk on the other <br />side. If the land owner does not agree, then he will ask the City for permission to erect <br />a subsequent fence on his client’s side of the existing fence to hide the debris showing <br />there. Ms. Colquitt continued and noted that the City Manager should look into whether <br />the vehicles left there are not operable and are not licensed, if so, they should be <br />removed. <br /> <br />Agenda Item # Three –Public Hearing on 8041 – 8081 Olive Rezoning <br /> <br />Mr. Ollendorff said the next public hearing scheduled for 6:30 P.M., this date was to <br />hear comments on the proposed rezoning of 8041 Olive, 8081 Olive, and 1214 Hafner. <br />The rezoning is recommended by the Plan Commission and the ordinance may be <br />adopted following this public hearing. Upon completion of the rezoning Council should <br />consider a resolution and a conditional use permit to allow this well thought out project <br />to proceed for the betterment of the University City Olive Link neighborhood. <br /> <br />The City Manager explained that following the Public Hearing the Council will consider <br />three different actions: acting on an ordinance to carry out the rezoning, approving a <br />resolution which delineates the exact requirements for site development, and approving <br />a conditional use permit, which is the very specific detailed plan.
