Regular Meeting <br />March 28, 2005 <br /> <br />although his plans were described as a “small impact to their neighborhood” it is still an <br />impact to their neighborhood and she wants them to be involved. <br /> <br />Mr. Wagner then asked how many residential units would be included and Mr. Yang <br />said that each floor will be identical: on the west wing there are three residential units <br />and on the east there are nine, so the total is twenty-four units. Ms. Welsch asked the <br />City Manager why the Hafner residents were not advised of the hearing or when they <br />had received notice. Mr. Ollendorff said that the City Clerk mailed notices to all <br />addresses within the prescribed distance of three hundred feet and those probably were <br />mailed about ten days ago. The City Clerk advised they were mailed fifteen to eighteen <br />days ago. Mr. Ollendorff said he remembered a list of about twelve or fourteen <br />addresses notified. Ms. Welsch said that the people were notified then, but Mr. <br />Ollendorff noted that it was the people within the appropriate distance, but what <br />happens is that other people outside of the notification distance learn of the issue. The <br />City Manager said that in this instance, he went further than was required, at the <br />request of Councilmember Colquitt, and it was a full city block distance to make sure <br />those who were most immediately affected were notified. Possibly some resident at the <br />far north end of Hafner Court did not receive a notice. <br /> <br />Mr. Sharpe asked if the notice was for the Plan Commission meeting or for the Public <br />Hearing at tonight’s City Council meeting and was advised it was the latter. Mr. <br />Ollendorff said what Ms. Colquitt had reminded the Council this evening was that at the <br />last City Council meeting the City Manager had asked the Council to set this Public <br />Hearing and the Council did so. Ms. Colquitt asked then that the notification be <br />extended beyond the normal boundary and notify residents within a block of the <br />property. Ms. Welsch said she would defer to Ms. Colquitt at this point. Mr. Ollendorff <br />added that what the Council just heard from the applicant was in direct response to the <br />residents. <br /> <br />The only objection they raised was their objection to ingress and egress off of their <br />residential street, Hafner Place. The applicant agreed and notified the City of a new <br />revised plan to delete an ingress or egress from and to Hafner Place, as requested by <br />the residents. There may be other concerns, but this is the only one the City was aware <br />of and the applicant has addressed this concern. <br /> <br />Ms. Colquitt said the other concern was that so many residents telephoned her to say <br />they are not familiar with the development and out of fairness to them, she wants them <br />to know what is proposed and for the developer to work with them. She asked that <br />when development is brought to the community that abuts with residents’ homes, that <br />“we be friendly with each other because they live there. These individuals on Hafner <br />have been in their homes many years and they take pride in their property” and she <br />wants the developer to be a “friendly neighbor and speak with them about what they are <br />bringing into their neighborhood.” <br /> <br />Page 6 <br /> <br />
