Regular Meeting
April 11, 2005

Corps teachers and staff from Bucharest, which is where their main project is now, but
his group is not tied to the Peace Corps. They send books to them because they are
currently a two-man staff. The Peace Corps does not deal with either politics or religion
so they find them a good group to spread “the wonders of Americanhood.”

Ms. Brot said that she felt it was good what they were doing, but she wanted to caution
them about customs in foreign countries. Mr. Course added to Ms. Brot’s comment by
saying that is exactly why they operate through the Peace Corps.

Mr. Sharpe asked Mr. Course to describe exactly how the solicitation would take place
in the Loop and Mr. Course said they planned to stand on the street corner and to
explain their project one-on-one. They will include graphics in the form of art work by
students and thank you notes and will hand out flyers.

The motion passed unanimously.

Mr. Course thanked the Council and said he is interested in any brain-storming ideas
anyone had to share.

AGENDA ITEM #5 – CHANGE ORDERS TO RECREATION FACILITY:

Mr. Ollendorff asked permission to add an item to the agenda, change orders relating to
the recreation facility. It arrived too late to add to the agenda to be posted, so before
discussing it, the Council must vote to add it to the agenda.

Ms. Welsch moved to add this to the agenda and Ms. Colquitt seconded, and the
motion passed unanimously. The agenda item was added.

Mr. Ollendorff said there are a series of change orders as the recreation facility
progresses, five noted to Council and a sixth to add, which is to add back in the deleted
basketball goals. When the bids came in over budget, a number of things were held
back until it was determined how the project was progressing financially, but now he
asked for approval of five change orders listed for Council, plus adding back in all of the
planned basketball baskets at a cost of $16,600.

Ms. Welsch moved approval and Ms. Colquitt seconded the motion, which passed
unanimously.

COMMENTS ON NON-AGENDA ITEMS

Bert Sterbenz, 7000 Cornell Avenue, came to speak about the need for an ordinance to
protect the sovereignty of private subdivisions. He was specifically concerned about the
property at 501 Jackson and the decision made by the Council in respect of subdivision
there, which negates the 1911 Indenture. He applauded, however, the action taken at
Page 14
