Regular Meeting <br />April 11, 2005 <br /> <br />the previous meeting regarding the Greensfelder Lane subdivision. He sees a <br />dangerous precedent being set which makes private subdivision indentures not worth <br />paper upon which they are written. He is currently rewriting indentures for University <br />Park Subdivision. When these decisions are made, such as what is encroaching from <br />Clayton, this drives out the middle income people who can no longer afford to live here. <br />He is trying to gather some of the representatives of some of the private subdivision <br />trustees in the City and hopefully, we will come to you to write an ordinance that does a <br />better job of protecting their indentures. Private subdivisions are one of the glories of <br />University City and should stay that way. <br /> <br />Richard Dockett, 6844 Crest Avenue, came to speak about Metro. He represents a <br />group of concerned taxpayers interested in what Metro is doing. They have asked <br />Governor Matt Blunt and State Auditor Claire McCaskill to audit Metro. They have <br />agreed to do so. Metro is using litigation to counter the audit and one of the reasons <br />why Larry Salci will not attend any of their meetings. His group is very pleased with the <br />Governor’s and state auditor’s position on this issue. He also wanted to thank the <br />Mayor, the city manager and the assistant city manager for supporting their group and <br />meetings. Mayor Slay is also in support of this audit of Metro, as well. As watchdogs <br />they will continue to hold Metro accountable for what they are doing in the region. <br /> <br />Kathy Straatmann, 6823 Crest Avenue, 2W, suggested police/animal protection on <br />weekends after what happened at a tenant’s home regarding a Rottweiler growling at <br />her front door over the weekend. She was told that the County did not have animal <br />protection over the weekend and wondered what they were supposed to do. Mr. <br />Ollendorff said for her to get him all of the information and he would find out what <br />happened, because the police should have assisted in this situation. He will find out <br />what happened. <br /> <br />LEGISLATIVE DOCKET: <br /> <br />RECONSIDERATION OF BILL #8759 – 7823 GREENSFELDER LANE <br />RESUBDIVISION: <br /> <br />Mr. Wagner stated that at our previous regular meeting on March 28, 2005, the <br />application for the resubdivision of 7823 Greensfelder came to a vote. At that time, there <br />were some unanswered procedural and legal matters still opened which contributed to <br />the denial vote. In the two weeks since, our city attorney, John Mulligan has, for the first <br />time, completed a credible and comprehensive review of all issues in question and has <br />appeared before this Council to answer these questions to the satisfaction of all <br />Councilmembers. Under these circumstances, it is now appropriate to reconsider the <br />application for resubdivision on Greensfelder and he does now move to reconsider the <br />vote on the motion to defeat Bill number 8759. Ms. Welsch seconded the motion. The <br />motion to reconsider the vote was approved unanimously. <br /> <br />Page 15 <br /> <br />
