Regular Meeting <br />April 11, 2005 <br /> <br />Mr. Wagner moved to deny the resubdivision of bill 8759. Ms. Welsch seconded the <br />motion to deny. Mr. Wagner said that technically the reconsideration moves time back <br />to just before the vote to deny the application for the resubdivision. He encourages the <br />Council to defeat this motion now, so that we can go forward to approve the bill, if that is <br />the will of the Council. <br /> <br />Mayor Adams said that, as he understands it then is, if the Council votes in the <br />affirmative, then you will have denied this bill one more time. To bring the bill back, you <br />will have to vote Nay. All those voting Aye: no votes. All those voting Nay: unanimous. <br />Mayor Adams said that Bill Number 8759 is now alive again. <br /> <br />Mr. Wagner now moved to approve Bill Number 8759, which would allow the <br />resubdivision. Mr. Sharpe seconded the motion. <br /> <br />Mayor announced that there were speakers on this issue. <br /> <br />Mike Greenwood, 7840 Greensfelder, said that he wished to thank the University City <br />Council for their tireless efforts on the neighbor’s behalf. They hope that in the future <br />that the reasoning and hearts of these men and women up here today somehow <br />outweigh the fears of our judicial system. We hope that the Council continues to care <br />about the future of our beautiful U. City neighborhoods. We ask that the zoning board <br />and the Council allow our Greensfelder Lane association to stipulate some written <br />restrictions and best practices to the eventual builder of the Anselmo property, <br />especially if the City will be responsible for issuing building permits for this property. We <br />have major concerns regarding any construction that will be taking place around 7823 <br />Greensfelder Lane. <br /> <br />Mr. Wagner said that the Council’s legal advice now is that this application, whether we <br />like it or not, meets all the legal requirements to be passed here. If we believe that all <br />the numbers that have all gone in there are correct, we must approve it. <br /> <br />Ms. Welsch asked if Mr. Wagner would wish to speak about the proposed Infill Review <br />Board (IRB) to tell residents that the Council will try to consider some of the points that <br />were brought up in this and the 501 Jackson case to see if any changes are needed in <br />our ordinance so that an ordinance will more fully reflect the spirit of our comprehensive <br />plan. <br /> <br />Mr. Wagner thanked Ms. Welsch for this reminder. He said that there are two actions <br />that the Council is taking. One is to rewrite some of the ordinances so that they better <br />define what a neighborhood is and protects the neighborhood. They are working with <br />the city manager and his staff to look at how to write these ordinances better in order to <br />do a better job in protecting our neighborhoods. The other action being taken, that Ms. <br />Welsch just mentioned, is considering an Infill Review Board. This would be a, largely <br />undefined currently, but we are working details out that would assure closer cooperation <br />Page 16 <br /> <br />
