and would like to know the rationale from the sale of food and liquor. <br /> <br />Mr. Wagner commented that this was the first he had heard of this and that he <br />did not really understand the business targeted or why they want this. He said <br />he would like to see this, if defeated, done so without prejudice in the event <br />they want to return with the same request. He thinks they need to explain to the <br />Council why this is a good idea. <br /> <br />Mr. Ollendorff advised the Council that they can ask for a public hearing if <br />they are not sure what to do. Mr. Sharpe said his concern is the same as Ms. <br />Brot's. He would prefer to defeat it, but would also like a better explanation <br />of the concept. Mayor Adams added that there is a move to sell liquor at theatre <br />venues across the country and there is at least one if not more in the Saint <br />Louis area that does so. A corporation usually runs the business for the cinema. <br /> <br />Ms. Brot is concerned that someone without experience would be selling drinks. <br /> <br />Teenagers go to movies. She really does not want to be next to anyone who has <br />been drinking and she is opposed to the whole idea. Mr. Wagner reiterated that <br />he urged the Council to defeat this without prejudice, so the burden is on the <br />applicant to return with an explanation. Mayor Adams stressed there had been a <br />motion a second to approve the measure. The question was called. There were <br />seven NAY votes, so the motion was defeated without prejudice. Laura Resnick, <br />6563 Delmar, stated that liquor is big business and they are desperately trying <br />to keep the Tivoli open. They would consider restricting the sale of liquor such <br />as after midnight when the audience tends to be younger. She did get a petition <br />from everyone that was 200' from her front door. She says her patrons ask and <br />want liquor. <br /> <br />Mr. Sharpe asked Ms. Resnick why she believes that her patrons want it? She says <br />that they ask for it and her staff have found empty bottles in the seats. Mr. <br />Wagner asked her about the type of alcohol to be served, and she responded beer <br />and wine, served from a bar on wheels, in containers. He wondered if the <br />containers would be allowed in the viewing section of the theatre. Mr. <br />Ollendorff stated that he thought the rule has to be more than 50% other than <br />alcohol, but he will verify and report back. Ms. Welsch would like to see more <br />information regarding the sales figures in the application - food, for example. <br /> <br />Mr. Sharpe was concerned about liquor adding a negative element. Mr. Wagner said <br />that the rule is 50% food, 50% liquor. We want balance, not bars. He was adamant <br />that with the loud student problems in his neighborhood ,that liquor and <br />students would not mix. They are notorious and cause a great deal of noise. This <br />would simply aggravate the problem. <br /> <br />Carol Rossel, 7407 Teasdale Avenue, said that it would be nice to be able to <br />obtain a drink at the movies and she does not see what the problem is with the <br />suggestion. It is something that is done at "upscale, art theatres.” <br /> <br />Ms. Welsch requested that Mr. Ollendorff c1arify the ordinance. Mr. Ollendorff <br />will do that. The motion failed unanimously without prejudice. <br /> <br />AGENDA ITEM # 6 – Heman Pool Management <br /> <br />The City Manager advised that the City assumed management of the pool as of last <br />Friday and there were plans for a smooth take-over from Midwest Pools, returning <br />Administration to the city. <br /> <br />
