Mayor Adams expressed his heartfelt thanks to the group for their efforts and
for the energy which they brought to the process.

Mr. Wagner said he wanted to commend the twenty five people who served on this
board. He said it was a year ago this month that the idea was initiated. He
commended Councilmember Welsch for leading the effort, explaining its benefits,
and working the City through this section. He said that she served as Council
liaison throughout the year. This group exceeded expectations as to what could
be accomplished. He said he could not imagine another city able to put together
such an "excellent quality board as this with the diversity and the dedication
that you have brought to the table." He said he was proud of and grateful to all
the members and thanked them very much.

Mr. Sharpe thanked the citizens for their efforts and Ms. Welsch for her
foresight in considering ways for development. Ms. Brot agreed with what had
been said and added that it was "an exciting adventure, amazing" and thanked
members for giving their time.

Ms. Welsch thanked the committee noting it was a long process and that the
challenge now will be implementation.

Ms. Brungardt said she wanted to reiterate that this body of citizens represents
an invigorated role of democracy, commenting upon the talent in the City and
saying that is what makes this an amazing community. She looks forward to seeing
how this effort will dovetail with the Comprehensive Plan.

Ms. Colquitt agreed with what was said previously by other Councilmembers and
then asked about an item on page five which concerned the possibility of a
position for an economic development specialist. Mr. Solodar responded by saying
they had wrestled with this recommendation and finally decided to yield to the
City Council to make the decision.

Ms. Welsch commented that the reports will be available on the City website for
downloading.

THE CONSENT CALENDAR

Mr. Ollendorff said there were two items on the Consent Calendar.

1. Picnic Beer/Wine License at 7157 Northmoor

The City Manager said he believed that all city ordinance requirements are met
by the applicant for a license to sell beer and wine at a special event at Our
Lady of Lourdes Catholic Church on May 28, 2005. They have conducted similar
events on many occasions in the past without presenting any problems.

2. General Fund Third Quarter Budget Transfers

The City Manager recommended approval of third quarter budget transfers in order
to have a balanced General Fund budget. The General Fund will receive a net
increase in revenues and expenditures of $24,651 for the third quarter.

Mr. Wagner moved approval of the Consent Calendar and Mr. Sharpe seconded with
the motion passing unanimously.

Then he advised that four items had been removed for discussion:
