Budget Study Session
May 18, 2005

requirements associated with providing access. Discussion followed.

35.50 – Aquatics

This budget needs to be revised. Page C-74, line 721.10 shows the figures for
contracting out the management, so this figure will be reduced greatly, but large
amounts will be added above for 713.00 and 711.10. The total for that program might
be slightly lower. There will be no need to add any funds.

Ms. Welsch asked about funds for purchasing chemicals and if the City “is on track for
the Memorial Day opening” and was advised yes. Revised budget figures will be
provided to the Council later.

Mr. Wagner asked about the line for Midwest pool and was advised that it is 721.10 on
C-74, contractual services. Ms. Welsch asked if the food services would also be under
contract and advised that the City Manager was not certain. Some discussion of details
followed. Ms. Welsch said, on the record, that she wished the vending machines were
not there.

35.70 – Heman Park Recreation Facility

There are some increases here. The increase next year is based upon staff serving twelve months,
instead of for fewer months.

Ms. Brot asked about 725.02 and why the electricity charges jumped so high and was
advised that it was an estimate for the new building HVAC costs for a year.

That completes the operating funds of University City.

Comments on a Variety of Budget Issues:

Ms. Welsch asked if clothing would be provided for lifeguards and was told that they
would be partially reimbursed. He is not sure of the final plan. She also wanted to
know if the City would pay for their certification as well. Mr. Ollendorff said he would
find out. She wanted to say on the record that if there is any way the City can afford to
pay for these items, it would be a good idea. Ms. Brot wanted to know if “certification”
was the same as “training”? Advice will be forthcoming.

Ms. Colquitt said there was some question about the “acceptability” of the swimming
suits for the lifeguards, and she wanted to know if that issue had been settled.

Ms. Brot asked about the ladder used for exiting the pool and whether it had been
Page 11
