Budget Study Session
May 18, 2005

Ms. Welsch returned to the scholarship question and Mr. Ollendorff said it is definitely in
the budget, but he could not locate it at the moment. Ms. Brot asked him to “let us all
know.” Then he explained how he normally fields all of these questions is to write a
memo covering as many of them as possible, and then he circulates the memos to the
Councilmembers. He will work on answering these questions over the next couple of
days. Ms. Welsch resumed her question about the scholarships, and asked that the
Council be notified about how citizens are being advised of the availability of the
scholarships. Mr. Wagner noted that revenues from the recreation center are projected
to be $150,000 more than expenditures, so perhaps the amount set aside for
scholarships comes out of that $150,000. This is shown on pages B-5 and B-7.

35.40 – Community Center

Here the budget is down and the decrease shown on C-70 reflects one custodian
instead of two, and the transfer of one part-time clerical person. This was made
possible when the senior organization moved in and started cleaning their own space.

Ms. Colquitt asked about 729.02 and why the figures are decreased for extermination.
The explanation was that the amount was reduced as the result of a change in
extermination services. Ms. Colquitt thinks more money should be added to this line
item.

Mr. Ollendorff explained that capital had been reduced. There are some needs, but the
only urgent one is the replacement of duct work on the ceiling and on the roof. Other
priority needs are for the long-term community center plan, which is all ready listed as a
future study session. Funding can be discussed at that time.

Ms. Brot said that she had noted the smell of gas from the gas stoves as
“overwhelming” at the community center and she wanted to know if these stoves were
routinely serviced. She was advised that they were. Then she asked about people who
walk through the kitchen as a short cut, and whether new plans would address this
issue, and was told they would. Some discussion of details ensued.

Ms. Welsch wanted to go on record as saying she hoped the art sculpture project on the
south side of the building could remain permanently. Mr. Ollendorff suggested the Arts
and Letters liaison suggest this to the Arts and Letters Commission.

Ms. Colquitt asked if Ruth Park had received the ATM machine requested. Mr.
Ollendorff said he would work on it. Ms. Colquitt then suggested that an ATM machine
also be located at the recreation center. Discussion of the suggestion followed.

Ms. Brot reiterated her question about the door for seniors at the Heman Community
Center. She advised contacting Mideast Area on Aging to ascertain all of the legal ADA
Page 10
