Mr. Wagner felt it could be added without being too specific to any one <br />particular alignment. <br /> <br />City Services: <br />Mr. Ollendorff said that there were several sections dealing with City Services, which he <br />suggests should be dropped. He does not think the Comprehensive Plan is the right <br />place to have the goals for the Police Department or refuse collection, etc. They were <br />included last time because we were looking at this document as more of a future for the <br />community as a whole, which was well beyond just a land use plan. He suggests <br />deleting them. Sense of Council and the Commission was to agree. Mr. Solodar asked <br />about the tax base part. Mr. Ollendorff said that the tax base will definitely remain and <br />will be updated. <br /> <br />Economic Based Analysis: <br />Mr. Ollendorff said that Council had directed that staff prepare a report, as a goal for the <br />next year, that showed the revenue tax benefits for each development district. This <br />study will be separate, but co-dependent with the Comprehensive Plan. Mr. Solodar <br />asked if increasing tax revenue in the City would drive the Council's development <br />objectives. Mr. Solodar believes this information is germane to how the Plan is to be <br />developed. Mr. Ollendorff clarified that when this economic study is completed, it will <br />be brought to the Comprehensive Plan people. <br /> <br />Quality of Life/Community Values: <br />Mr. Ollendorff said that he has heard arguments both ways on this item. Some say that <br />quality of life issues do not belong in a land use document. Others say that there is not <br />a community unless the quality of life issues are brought in. The answer is probably in <br />between. His idea is that the information about the schools should be deleted, as does <br />Ms. Glassman. The schools are not the City's direct concern. Mr. Schoomer said the <br />school system was the single driving element for attracting property owners to the <br />community. Mr. Lieberman said that out of all of the County school districts, University <br />City is one of the very few that has a school district that is almost contiguous with the <br />City, which makes us unique. Possibly this relationship could be brought out in some <br />manner instead of describing what each individual school does. Mr. Self asked if it was <br />a process of the public hearing to act as a forum to bring out quality of life issues. He <br />was not sure how these would be analyzed, but we would hear a lot about what people <br />were interested in. Ms. Glassman agreed with Mr. Ollendorff, and feels similarly about <br />cultural resources, in the sense that it would be important to have a study or plan about <br />the City's cultural resources. In order to do this right, however, somebody would have <br />to have really focus on this particular issue. It should be a serious, separate study and <br />not something that is just pinned to the Plan. The Mayor said that cultural issues <br />change, which makes it hard to spell them out in the Plan.
