June 22, 19c)8 <br />Council,elan Commission <br /> <br />Mr. Ollendorff said that the Plan Commission identified eight items at their last meeting, <br />some of which should be touched on tonight, to make sure Council agrees that it would <br />be the right direction to head. Mr. Solodar wanted to point out that these issues were <br />meant to be inclusive, not exclusive. Mr. Ollendorff said that he and Mr. Walker had a <br />list of about twenty items. <br /> <br />Subsidized Housing: <br />Mr. Ollendorff said that the City Council's policy for the last eighteen years has been <br />that the City does not encourage, but discourages any additional subsidized, low <br />income housing. It should be spread out all throughout the County and not <br />concentrated in one city or neighborhood. Mayor Adams confirmed that this was still <br />the policy he wished to follow. Council agreed. <br /> <br />Rental Property: <br />Mr. Ollendorff thought the Council's and Plan Commission's policy was to encourage <br />non-tax supported property, able to support itself. Mayor Adams said that outside of a <br />certain located area, i.e. the Loop area, rental should be totally market rate, market <br />driven and definitely upscale. Mr. Solodar remembered someone on Council, possibly <br />the Mayor, wished to restrict the total amount of rental property to 30% of the housing <br />units. The Mayor said that, yes, he did say this, along with others, particulary in certain <br />areas of the Third Ward, which has a high percentage of single family rentals. The idea <br />was to help increase home ownership and decrease low cost rental units. Mr. Solodar <br />said that he had read that University City is now at 39% rental units. Mr. Lieberman <br />said he did not hear Mr. Ollendorff talk about not for profit organizations which include <br />housing units. Ecumenical Housing is doing this in University City. Mr. Ollendorff said <br />that this was a good question and asked those present if this should be allowed in the <br />future. Mr. Liebarman said that the City is saturated, which is the problem and that we <br />would continue to be targeted. Mr. Liebarman said that it should not be subsidized <br />housing, but taxable. <br /> <br />MetroLink: <br />Mr. OIlendorff said that MetroLink was one of the items brought up for discussion by the <br />Plan Commission. As far as he was concerned, the City Council had already made <br />their policy statement for the City in resolution form. He does not believe this issue <br />needs to be revisited. Mr. Solodar believed that putting it into the long range plan could <br />only help, not hurt. Ms. Glassman said that the policy is now what the Council wants to <br />see happen with the proposed MetroLink line and how it should be constructed in <br />University City. The Comprehensive Plan might deal with, in the case we get the line, <br />what kind of development would be encouraged at the stops in the City. Mayor Adams <br />said that the City would not be looking at much of any development along the Clayton <br />Square line. Development along the North-South line will definitely be encouraged. Mr. <br />Wagner said that Ms. Glassman's point was a good one, and it should be addressed in <br /> <br /> <br />
